Job Description:
Parsons is seeking an experienced QA/QC Manager to join our team, supporting a major rail infrastructure program with freight operations.
Lead the implementation, monitoring, and continual improvement of all Quality Assurance and Quality Control activities across the project.
Develop, implement, and maintain the project Quality Management System (QMS) and associated procedures in line with contractual requirements, technical specifications, and applicable rail industry standards.
Provide leadership and technical guidance to QA/QC teams, ensuring alignment with project objectives, approved procedures, and industry best practices.
Review contractors’ quality plans, Inspection and Test Plans (ITPs), method statements, and supporting quality documentation.
Conduct regular inspections, audits, and surveillance activities across all work fronts, covering civil works, structures, trackwork, systems, and associated construction activities.
Ensure full compliance with project specifications, contractual quality requirements, and relevant standards, including those applicable to operational rail environments.
Manage non-conformance reports (NCRs), ensuring timely implementation of corrective and preventive actions and verification of close-out.
Review and approve material submittals, test reports, calibration certificates, and quality records to confirm compliance with approved requirements.
Coordinate closely with engineering, construction, safety, and project controls teams to resolve quality issues and prevent recurrence.
Provide regular quality performance reports, dashboards, and trend analyses to senior leadership and the client.
Promote a strong quality culture across the project and actively support continuous improvement initiatives throughout all project phases.
Bachelor’s degree in Engineering, Civil Engineering, or a related technical discipline from a recognized institution.
Minimum 10 years of experience in civil and rail infrastructure projects, with demonstrable experience on rail and freight rail projects.
Proven experience in a QA/QC Manager or equivalent senior quality role on at least one project of similar size and complexity.
Demonstrated ability to implement and manage large-scale QA/QC systems on complex infrastructure programs.
Strong knowledge of QA/QC principles, standards, and methodologies applicable to major civil and rail infrastructure projects.
Proven experience in preparing, reviewing, and managing quality documentation including procedures, ITPs, method statements, and test reports.
Demonstrated ability to conduct quality audits, surveillance, and compliance inspections across multidisciplinary work scopes.
Excellent communication, reporting, and leadership skills with the ability to effectively manage QA/QC teams and interface with key stakeholders.
