Job Description:
Parsons is looking for an amazingly talented QA/QC Manager to lead our quality assurance and control efforts for the Trojena Wet Utilities infrastructure. In this role, you will be the primary custodian of engineering excellence, ensuring that every kilometer of pipeline and every pumping station meet the world-class standards of NEOM. You will lead a multidisciplinary team to deliver a "Right First Time" culture in one of the most challenging construction environments on earth.
Quality Leadership: Develop, implement, and manage the Project Quality Plan (PQP) specifically for wet utilities, including potable water, wastewater, fire networks, and stormwater systems.
Audit & Compliance: Establish and lead a rigorous internal and external audit schedule. Verify that all subcontractors and site teams are strictly adhering to the approved PQP and NEOM technical specifications.
Non-Conformance Management: Lead the investigation into technical non-conformances (NCRs). Perform root-cause analysis (RCA) for recurring issues and ensure corrective and preventive actions (CAPA) are effectively closed out.
ITP & Method Statement Review: Technical approval of Inspection and Test Plans (ITPs) and Method Statements. Ensure that specialized mountain-terrain installation techniques meet long-term durability requirements.
Commissioning Oversight: Oversee the Quality Control aspect of testing and commissioning (T&C) for high-pressure systems and mechanical assets, ensuring seamless handover to the NEOM Operations team.
Stakeholder Management: Act as the key point of contact for the Client (NEOM) and Third-Party Agencies for all quality-related inspections and certifications.
Team Supervision: Mentor and manage a team of QA/QC Engineers and Inspectors, ensuring they have the necessary training and certifications to perform specialized utility inspections.
Education: Bachelor’s degree in Civil or Mechanical Engineering (or a related Physical Science/Quality field).
Experience: 15+ years of professional experience in Quality Management, specifically within large-scale wet utility and infrastructure projects.
Certifications: Lead Auditor certification (ISO 9001:2015) is mandatory. Previous experience with Supervision Consultants is highly preferred.
Technical Proficiency: Deep understanding of international codes (AWWA, ASME, ASTM) and Saudi Ministry standards for water and wastewater.
Digital Tools: Proficiency in Electronic Document Management Systems (EDMS) such as Aconex or Aspire for managing NCRs, WIRs, and quality records.
Communication: Exceptional command of English (written and verbal) for drafting formal technical correspondence and high-level dashboard reports.
Giga-Project Experience: Previous experience on a NEOM, Red Sea, or Qiddiya project is a significant advantage.
Chartered Status: Professional Engineer (PE) or Chartered Quality Professional (CQP) status.
Problem Solving: A proven track record of resolving complex quality disputes between contractors and designers.
