QA/QC Lead – Income Qualified Residential Programs

Location: In Ontario
Travel Requirement: Up to 30–50% travel across Ontario

ICF is seeking a QA/QC Lead to support income‑qualified residential energy efficiency programs serving single‑family and multi‑family building types across Ontario. This role is responsible for ensuring that installed measures meet program requirements, technical specifications, and quality standards through a combination of desktop quality assurance reviews and in‑field inspections.

Reporting to program leadership, the QA/QC Lead serves as the primary quality contact for trade allies in the field, working closely with contractors, program staff, and delivery partners to identify deficiencies, recommend corrective actions, and support continuous improvement. This is a client‑facing, intermediate‑level position requiring strong technical judgment, attention to detail, and a willingness to travel throughout the province.

What you will be doing:

  • Conduct desktop QA reviews, including application files, documentation, photographs, and supporting materials to verify compliance with program requirements

  • Perform in‑field inspections of completed residential installations to confirm adherence to technical specifications, program guidelines, and quality standards

  • Serve as the primary quality point of contact for trade allies, providing direct feedback, clarification of requirements, and guidance related to deficiencies or corrective actions

  • Document QA/QC findings clearly and consistently, including deficiencies, required rework, and recommendations for resolution

  • Issue corrective action requests and work directly with trade allies to support timely and compliant resolution of quality issues

  • Analyze QA/QC findings and defect trends to identify root causes, recurring issues, and opportunities for program improvement

  • Support development and refinement of QA/QC metrics, sampling strategies, thresholds, and reporting tools

  • Collaborate with the Trade Ally Network Manager, Project Coordinator, and other program staff to address quality‑related risks and improve overall delivery performance

  • Provide input to client reporting related to quality performance, trends, and corrective actions

  • Maintain accurate QA/QC records in program systems and tracking tools

  • Travel throughout Ontario as required (approximately 30–50% of the time) to support field inspections and contractor engagement

What we need you to have (minimum qualifications):

  • 2+ years of progressive experience in residential construction, retrofit delivery, quality inspection, or related field‑based roles

  • Ability to travel 30–50% of the time across Ontario

What we would like you to have:

  • Bachelor's Degree

  • Relevant professional certification(s) such as BPI, HRAI, or other recognized building performance or residential energy efficiency credentials

  • Experience supporting income‑qualified or equity‑focused residential energy efficiency programs

  • Strong documentation, analytical, and problem‑solving skills

  • Comfortable providing direct, professional feedback to contractors and field partners

  • Proficiency with standard business tools and reporting systems (e.g., Microsoft Office, QA tracking platforms)

  • Demonstrated experience with residential building systems, with HVAC and/or insulation experience strongly preferred

  • Experience conducting quality assurance reviews and/or field inspections

  • Ability to interpret technical specifications, program requirements, and installation standards

  • Familiarity with utility‑administered or province‑regulated DSM programs

  • Experience working directly with trade allies or contractors in a quality, inspection, or compliance role

  • Experience analyzing QA/QC data to identify trends and support continuous improvement

  • Exposure to both single‑family and multi‑family residential building types

  • Experience supporting client reporting or audit‑related activities

  • Comfort working independently in the field while maintaining alignment with program leadership
