We are looking for a Purchasing Collaboration and Oversight Manager who believes that compliance is a team sport. Instead of just auditing from afar, you will work side-by-side with our Procurement and Supply Chain teams to build and maintain a "culture of readiness."

The primary role of the Purchasing Compliance Manager is to assist the Procurement Collaboration & Oversight (PCO) lead in carrying out Contractor Purchasing System Review (CPSR) compliance for Subcontract Management and Procurement (SM&P) in Accenture Federal Services (AFS)

The Work

  • Reports to the PCO Lead
  • Perform thorough review of purchase order/subcontract awards and modifications/change orders to ensure compliance with government regulations and AFS policies and procedures
  • Assist the PCO Lead in responding to External Auditors (e.g., DCAA, CPA, etc.), develop and coordinate the delivery of timely responses
  • Monitor and assist in responding to External Monitoring (Regulatory) notifications
  • Interface with peer organizations and company-wide leaders as necessary to provide counsel relative to procurement compliance
  • Maintain a posture of continuous improvement, driving creative solutions for consideration
  • (Assist the PCO Lead in the annual review and update of AFS Purchasing Manual to ensure compliance with applicable rules and regulations, and remain abreast of changes to existing Government requirements. 
  • Provide guidance and direction to Subcontract Management and Purchasing (SM&P) personnel, as well as all other internal peer organizations or customers, on procurement policies and regulatory compliance.
  • Provide input to reporting datasets, identifying any gaps and required corrective actions where appropriate to ensuring the quality of compliance documentation for all procurement actions to stand the test of purchasing system reviews
  • Create training artifacts and participate in and/or conduct training sessions
  • Develop guidance documentation to memorialize procedures
  • Assist with and/or coordinate special projects as assigned

 

What you need

  • 6 years’ experience in Federal Government contracting environment including 4 years in CPSR environment
  • Advanced understanding of FAR and DFARS requirements in subcontracting
  • Proficiency in reviewing prime contracts to determine regulatory requirements and flow downs
  • Experience with CPSRs/compliance processes and internal controls
  • Excellent cross-functional, interpersonal leadership skills
  • Strong communication and presentation skills
  • Ability to translate difficult compliance regulatory language into understandable, common-sense language and to coach SM&P personnel
  • Self-starter with strong organizational and planning skills
  • Adept in working in a team environment, possessing strong interpersonal skills
  • Sound understanding of Microsoft Office Products (Excel, Word, PowerPoint
  • Bachelor's Degree

 

Bonus if you have

  • Experience with procurement integration activities for mergers and acquisitions
  • Proficiency in cradle to grave execution of the procurement lifecycle and practical application of regulatory compliance standards
  • Prior involvement with developing and delivering training to procurement organizations
  • Familiarity with organizational change management
  • Direct experience as a Buyer and/or Subcontracts professional with solid understanding of applying compliance standards to source selection, evaluation, regulatory notifications, award, and closeout

 

As required by local law, Accenture Federal Services provides reasonable ranges of compensation for hired roles based on labor costs in the states of California, Colorado, Hawaii, Illinois, Maryland, Massachusetts, Minnesota, New Jersey, New York, Washington, Vermont, the District of Columbia, and the city of Cleveland. The base pay range for this position in these locations is shown below. Compensation for roles at Accenture Federal Services varies depending on a wide array of factors, including but not limited to office location, role, skill set, and level of experience.
