Position Summary

The Purchaser Level 3 (Senior Buyer) is responsible for managing complex procurement activities for precast concrete operations, including sourcing raw materials, production inputs, and services. This role leads supplier negotiations, ensures cost efficiency, maintains supply continuity, and supports production schedules while upholding quality and safety standards.

Key Responsibilities

Procurement & Sourcing

  • Source and procure raw materials such as cement, aggregates, admixtures, rebar, and embedded components

  • Manage purchasing of molds, forms, hardware, and plant consumables

  • Develop and execute sourcing strategies to ensure cost-effective and reliable supply

Supplier Management

  • Identify, evaluate, and onboard new suppliers

  • Maintain strong relationships with key vendors to ensure performance, quality, and delivery

  • Conduct supplier performance reviews and implement improvement plans when needed

Negotiation & Cost Control

  • Lead contract negotiations, pricing agreements, and long-term supply contracts

  • Analyze market trends (cement, steel, fuel, freight) to anticipate cost impacts

  • Drive cost-saving initiatives and continuous improvement in procurement processes

Inventory & Production Support

  • Collaborate with production and operations teams to ensure material availability aligns with production schedules

  • Monitor inventory levels and implement just-in-time or optimized stocking strategies

  • Prevent shortages or overstock situations that impact project timelines or working capital

Compliance & Documentation

  • Ensure all procurement activities comply with company policies and industry regulations

  • Maintain accurate purchase orders, contracts, and procurement records

  • Support audits and ensure traceability of materials used in precast production

Cross-Functional Collaboration

  • Work closely with engineering, quality control, and project management teams

  • Assist in evaluating alternative materials or suppliers for cost or performance improvements

  • Support project bidding with accurate material cost estimates

Qualifications

Education

  • Bachelor’s degree in supply chain management, business administration, construction management, or related field (preferred), equivalent experience in lieu of degree considered

Experience

  • 5–8+ years of procurement or purchasing experience

  • Minimum 2–3 years in construction materials, manufacturing, or precast concrete industry preferred

  • Experience with bulk materials and industrial supply chains

Skills & Competencies

  • Strong negotiation and contract management skills

  • Knowledge of precast materials and production processes

  • Analytical mindset with cost modeling and forecasting ability

  • ERP/MRP system experience (e.g., SAP, Oracle, or similar)

  • Excellent communication and vendor management skills

  • Ability to manage multiple priorities in a fast-paced environment

  • Understanding logistics, freight, and supply chain risk

Work Environment

  • Office and plant environment with occasional site visits. Interaction with suppliers, plant personnel, and logistics providers
