Job Summary: This position is located with Bonneville Power Administration (BPA), in Transmission Long-Term Commercial Planning (TPLC) organization of Transmission Long-Term Planning (TPL), Planning & Asset Management (TP), Transmission Services (T) As a strategic Business Analyst, you will shape the future of energy in the Northwest. You'll transform complex commercial needs into actionable, long-range plans that guide critical decisions for our transmission infrastructure.

Major Duties:

As a Public Utilities Specialist and Business Analyst, you are more than just an analyst; you are a strategic partner at the heart of our long-term planning efforts. You will translate complex commercial challenges into a 20-year roadmap, providing the critical analysis that guides BPA's multi-billion-dollar infrastructure decisions and secures the energy future for an entire region. As a Public Utilities Specialist (Business Analyst) you will be responsible for a range of high-impact duties, including: Strategic Needs Analysis: Analyze and define business requirements for multi-faceted commercial sales projects, translating long-term business goals into clear, actionable project plans and technical solutions. High-Stakes Decision Support: Synthesize information from diverse and often conflicting sources to model outcomes and develop clear recommendations, empowering senior leadership to make informed decisions on complex and controversial energy topics. Process Innovation and Benchmarking: Conduct industry research and benchmarking to redefine business processes, identify system improvements, and translate your findings into detailed specifications for high-impact projects. Interagency and Industry Collaboration: Serve as a technical specialist on committees and working groups with other BPA organizations, the Department of Energy (DOE), and external agencies, evaluating proposals and influencing the direction of major regional energy projects. Future Business Strategy Development: Collaborate with teams of subject-matter experts across finance, engineering, and operations to evaluate and recommend strategic options for achieving BPA's long-term business objectives. Risk and Capability Assessment: Perform comprehensive risk analyses and capability assessments to ensure proposed business initiatives are successfully structured, integrated, and managed, predicting outcomes and ensuring project viability. Influencing Management and Priorities: Serve as a trusted advisor, creating compelling analyses and advocating for changes in strategic direction and priorities to ensure the organization meets its most critical business targets. Executive-Level Collaboration and Negotiation: Work directly with executives, senior specialists, and stakeholders, using negotiation and consensus-building skills to drive collaboration and deliver business solutions that serve the best interests of BPA and the region.

Qualifications: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience is defined as experience in 1) gathering data and performing calculations and analysis to develops technical solutions; 2) recommend best options for reaching future business goals and defines, analyzes, and documents requirements at a project level; and 3) prepare and deliver presentations and briefings to customers and stakeholders. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
