Job Summary   
The Baltimore City Mayor’s Office of Homeless Services (MOHS) is seeking a dynamic individual for the position of Public Relations Officer.  This position oversees the public relations programs and activities and performs a variety of public information duties.  The incumbent reports to the Executive Director II (Director, MOHS).  

Essential Functions

  • Responsibilities of the position include but are not limited to:
  • Coordinates the public relations program for the agency; meets with executive leadership and program managers to gather information and determine promotional needs of the department related to core programs, initiates to generate favorable press to include large-scale projects such as promotional videos and press events.
  • Maintains media relations for the agency with traditional news media outlets.  
  • Develops and implements communications plans for the agency; plans long range public relations strategies for the agency.
  • Oversees staff to engage the community via Social Media by maintaining a fresh up-to-date presence on emerging media networks that serve the agency’s goals; build and maintain a community database and implement best practices to enhance marketing efforts; create and disseminate information via traditional media and virtual community networks such as Facebook, X, and other current web-based technologies.
  • Coordinates the development of public relations materials and special events, including the distribution of press releases, fact sheets, etc. to both internal and external contacts; write speeches and background reports on a variety of topics.
  • Represents the agency at media events.
  • Identifies, initiates, plans, and implements relationships with several City-funded providers and community stakeholders.
  • Performs other related duties as assigned.

Minimum Qualifications
Education: Bachelor’s degree from an accredited college or university
 

AND
 

Experience: One to three years' experience in performing public information or public relations work.
 

OR
 

Equivalency Notes: Have an equivalent combination of education and experience.

Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSES ARE NOT ACCEPTABLE.

Knowledge, Skills, and Abilities   

  • Knowledge of the techniques and methods of public information and relations; graphic materials and their use.
  • Ability to maintain website updates; manage a database; maintain website content; disseminate information through Social media and other web-based technologies.
  • Ability to supervise communications team members and/or creative consultants.
  • E-mail marketing, project management, marketing, and community engagement skills.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish effective relationships with various media, social, civic and community groups, organizations and the public.

Background Check    
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation  
All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
