DESCRIPTION OF DUTIES:

Public Health Policy and Program Advisor

Join us and help shape strategic public health cooperation across the Subregion

The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking a highly motivated, strategic, and results‑driven Public Health Policy and Program Advisor to support political and strategic engagement at the subregional level and strengthen PAHO/WHO’s country-focused technical cooperation.

Located within the Office of Country and Subregional Coordination (CSC), the position plays a key role in advancing integrated, efficient, and innovative approaches to public health cooperation, aligned with regional, global, and country priorities.

Under the direct supervision of the Head of CSC, the selected candidate will:

  • Provide policy analysis and strategic advice to support oversight of technical cooperation at the subregional level.

  • Develop and promote innovative modalities of work, fostering inter‑programmatic collaboration and coherence across country, regional, and global initiatives.

  • Coordinate and strengthen partnerships within PAHO/WHO, the United Nations system, subregional integration mechanisms, and other key stakeholders.

  • Support alignment of projects, agreements, and resource mobilization efforts with the Organization’s program of work and priorities.

  • Contribute to the preparation, review, and follow‑up of governing bodies meetings, high‑level ministerial forums, and strategic policy documents.

  • Promote teamwork, multidisciplinary collaboration, and a results‑oriented working environment across the Organization.

What is required for this position?

Education

Essential: A bachelor’s degree in one of the health, social or management sciences and a master’s degree in public health, public policy, international relations, public administration, political science or any other field related to the functions of the post from a recognized university.

Experience

Essential: Nine years of combined national and international experience working in international development programs involving multiple stakeholders; experience should include development of strategy and programmatic analysis, planning and evaluation of health programs including resource mobilization.

Desirable: Knowledge/expertise on Subregional Integration mechanisms.

Languages

Very good knowledge of English or Spanish with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills

Demonstrated ability to effectively use current technology and software, as well as Enterprise Resource Planning (ERP). Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

  • Strong policy analysis, strategic planning, and program formulation skills.

  • Thorough understanding of subregional integration mechanisms and political dynamics.

  • Strong oral and written communication skills, including drafting high‑level technical and policy documents.

  • Ability to work independently, manage competing priorities, and deliver results in complex environments.

Duration of Contract

This is an initial 11-month assignment, with possibility of extensions, subject to satisfactory performance and funding availability.
