The primary purpose of this position is: To perform media relations, community relations, and internal communications work, as part of the public affairs program for the 315th Airlift Wing, Charleston AFB, SC.

Major Duties:

  • Establishes and maintains effective relations with communications media by providing them with a variety of information on issues related to the Wing's operation in the community. Serves as a central point of contact for requests for assistance made by elected officials and civic leaders of surrounding communities. Serves as editor of the Wing newspaper. Manages design, layout and computer desk top publication. Serves as the Wing Protocol Officer. Edits and maintains Wing home page on the internet to provide up to date Wing information to the general public.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Public Affairs, Series 1035. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of the principles and methods of the print and broadcast media and skill in applying principles and using methods in conducting a public affairs program providing media representatives and the Wing's employees and reservist with information concerning the operation and activities. Skill in producing written materials conveying complex information to a foreign audience through media and internally for employees. Knowledge and skill in establishing lasting relationships of mutual confidence with key military and civilian officials (including media) in order to assure closely coordinated cooperation in achieving mutual or unilateral goals. OR EDUCATION: Successfully completed a master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B or J.D. with a major or subject area related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of written and oral communications methods and techniques and skill in applying this knowledge to conduct an effective media, community relations and internal information public affairs program. Knowledge of current DOD Air Force and Air Force Reserve Command policies and procedures and skill in using this knowledge to perform security and policy review of information proposed for public release. Knowledge of the principles and methods of writing and editing news and feature articles according to the standards of style set forth in the Associated Press Stylebook and Libel Manual and the principles of good journalism. Knowledge of print and electronic new media production capabilities and techniques, including a clear understanding of videotaping requirements and limitations, as well as editing and production techniques. Knowledge in determining the needs and procedures necessary to complete successful protocol activities using applicable regulations and guidance. Skill in working with people to maintain effective working relationships with groups interested in or affected by public affairs programs or policies. Skill in producing written information conveying complex information to local and national audiences with different levels of understanding. Skill in planning and conducting media visits, press conferences, and public and news media tours to develop intercommunication between the Wing and its various publics. Ability to analyzing and evaluating media coverage and develop recommendations for management concerning the Wing impact on its publics. Ability in using Hyer Text markup Language to create appealing and informative web pages for display on the Wing's home page. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
