The primary purpose of this position is: To serve as a Protocol Specialist for AFOSI-RKB in planning, managing, supporting, and executing the mission of the FOA Ceremonies and Protocol Section.

Major Duties:

  • Develops, implements and executes administrative support, ceremonial and protocol policy and procedural guidance for the Commander, Vice Commander, Executive Director, Command Chief, and other applicable personnel concerning proper ceremonial/protocol requirements for visiting dignitaries, military ceremonies, conferences, official meetings, briefings, etc. Participates in meetings, conferences and other activities on areas of assignment. Regularly conducts briefings to HQ AFOSI Directorates and AFOSI Regions providing informative and accurate information. Recommends, formulates and implements command wide FOA protocol procedures. Studies and develops recommendations to achieve assigned objectives. Interfaces with information management system focal points within headquarters to develop and implement computer capabilities for the Protocol Office.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes (1) working with a high degree of tact and diplomacy sufficient to establish and maintain effective working relationships; (2) coordinating formal functions both personally and through others for national and international dignitaries to provide a well-organized, pleasant visit, and promote positive relationships with visitors in support of the mission of the base and the department; (3) communicating clearly and effectively, both orally and in writing, to ensure the support and cooperation of management and technical personnel within and outside the government to assure successful results. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of concepts, principles and practices of customs and courtesies, etiquette and protocol. General understanding and knowledge of Department of the Air Force programs and policies related to protocol in a foreign country. Knowledge of written and oral communication principles, methods and techniques to conduct and coordinate ceremonial and protocol activities to develop intercommunication between installation and a variety of audiences. Skill in gathering, evaluating, and interpreting feedback to identify potential problems/concerns, arrive at valid conclusions, solutions, and offer meaningful recommendations/resolutions. Skills in working with people to maintain effective working relationships with groups interested in or affected by ceremonial and protocol programs and policies. Knowledge of various office automation software programs, tools and techniques to support office operations and produce a variety of correspondence and documents (letters, reports, spreadsheets, databases, slide shows, etc.) PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
