Northrop Grumman's Aeronautics Systems Sector is seeking a Proposal Manager for our Palmdale, CA location.
Responsibilities:
Estimates labor and material costs of manufacturing and engineering based on request for proposal (RFP) data submitted by prospective customers
Analyzes specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates production costs using labor and material pricing schedules and historical data
Collects cost data from functional representatives, subcontractors, and vendors
Computes cost estimates of raw materials or subcontracted work and labor
Prepares and maintains historical cost data
Creates cost models for cost estimating elements
Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors
Basic Qualifications:
Must have at least a bachelor’s Degree from an accredited university and a minimum 6 years of Global Supply Chain or Control Account Management or Business Management or Engineering Experience or a master’s degree and a minimum of 4 years of Global Supply Chain or Control Account Management or Business Management or Engineering Experience or a PhD and a minimum of 2 years of Global Supply Chain or Control Account Management or Business Management or Engineering Experience
Knowledge and understanding of Material Estimating and Analysis and Pricing and Estimating
Understanding of Proposal Adequacy as prescribed in FAR/DFAR
Must have the ability to obtain and maintain a DOD Secret Clearance and Special Program Access
Preferred Qualifications:
Master’s Degree
Experience, understanding and identifying priorities and managing supplier and customer expectations is necessary.
Experience successfully training and teaching different levels of personnel both inside and outside the organization including customers and suppliers
Secret Clearance and PAR access
Proven track record of successfully communicating and collaborating with different levels of management, integrated product teams and subcontract management teams
Primary Level Salary Range: $146,600.00 - $219,800.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
