As a Proposal Analyst – Level 2 or Level 3 your role at Chandler, AZ will be pivotal in supporting missions critical to national and global security. This position is 100% onsite and cannot accommodate telecommute work.  Ready to join forces with our visionary team?   

As a Proposal Analyst, you will be part of the Pricing & Estimating organization and will support, develop and help lead proposals by providing clear Pricing & Estimating strategy to meet program and business goals. You will support the proposal process from the beginning through submittal, supporting proposal kick-off and continued guidance/support for successful proposal and program execution. Our Proposal Analyst will also interact with various other teams, such as Business Management, Contracts, Global Supply Chain, Engineering, etc., to develop strategies in support of proposal requirements and deadlines.

This position will work a 9/80 schedule, with every other Friday off.

Your Role and Impact:

  • Coordinate the collection and accumulation of cost, scheduling and performance elements from functional departments in accordance with request for proposal (RFP) specifications
  • Review and guide functions in development of quality basis of estimates
  • Prepare cost reports and present findings
  • Support risk and opportunity assessment, quantification and analysis during proposal process
  • Research and analyze historical data, develop cost and pricing models to support proposal efforts
  • Ensure proposals are timely, accurate and compliant, adhering to RFP specifications, FAR/DFAR requirements and Sector Estimating Systems and Procedures
  • Other duties as assigned

Basic Qualifications for Level 2:

  • Bachelor’s degree with 2 years of professional experience in finance, accounting, or program control – OR – Master’s degree with 0 years of professional experience
  • Will consider an additional 4+ years of experience in lieu of degree
  • No clearance required to start
  • Experience with MS Office, specifically Excel

Basic Qualifications for Level 3:

  • Bachelor’s degree with 5 years of professional experience in finance, accounting or program control – OR – Master’s degree with 3 years of professional experience in finance, accounting or program control– OR – PhD with 1 year of professional experience
  • Will consider an additional 4+ years of experience in lieu of degree
  • No clearance required to start
  • Experience with MS Office, specifically Excel
  • Experience or knowledge of cost and pricing techniques
  • Understanding of U.S. Government procurement and contracting, Cost Accounting Standards or FAR/DFAR

 Preferred Qualifications:  

  • Current, active U.S. Government Secret security clearance or the ability to obtain and maintain a U.S. Government Secret security clearance
  • Degree in Business Administration, Accounting or Finance
  • Advanced knowledge of Excel with previous experience building complex spreadsheets, including Macros development
  • Experience in Cost Estimating, cost proposal preparation, negotiation support and risk analysis
  • ProPricer or equivalent pricing tool experience
  • Negotiation support experience
  • Aerospace and Defense industry experience

Soft Skills

  • Excellent communication skills, both written and oral
  • Strong analytical and critical thinking skills

Northrop Grumman Total Rewards 

Primary Level Salary Range: $65,500.00 - $98,300.00

Secondary Level Salary Range: $81,400.00 - $122,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
