Major Duties:

  • Implement program policies and techniques related to disposition and disposal management.
  • Provide expert interpretation and guidance to staff, Military Service headquarters, disposal industry partners, defense materiel suppliers, and DoD field activities, ensuring consistent policy implementation and understanding.
  • Lead the Reutilization, Transfer, and Donation (RTD) program, providing specialized policy management and oversight for the DoW Law Enforcement Support (LESO) and Firefighter Programs, maximizing the reutilization/responsible transfer of assets.
  • Serve as the principal advisor and subject matter expert to the Inventory Management Director on all aspects of physical materiel disposal, including negotiation strategies and procurement of disposal services.
  • Contributes to strategic decision-making and cost-effective disposal solutions.
  • Represent the organization in key collaborations with federal partners, including DHS, DOJ, GSA, and USDA, to ensure interagency cooperation on efficient disposal practices.
  • Monitor performance of contractors, government entities, and Military Services in disposal activities. Implement corrective actions to ensure program effectiveness and maintain high standards of compliance and overall operational performance.

Qualifications: To qualify for a Logistics Management Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Experience in the application of DoW requirements, operating procedures, and systems relative to disposal operations, distribution, and transportation functions. Knowledge of disposal economies to plan negotiation strategies, conduct economic feasibility analyses, implement contracts to achieve desired goals and direct post award negotiations. Experience in DoW procurement methodologies and contract administration requirements for disposal services, hardware acquisition, contract types, delivery terms, and the effect of buying terms on the distribution network. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
