POSITION SUMMARY

Property team has the responsibility to operate, maintain and enhance the buildings owned by RMIT University, oversee construction projects and ensure the provision of physical facilities services. Property consists of the following business units:  

• Projects  

• Facilities Management  

• Campus Planning & Operations  

• Business Administration 

The Property Business Partner (PBP) will work with stakeholder group/s as the primary point of contact for provision of all planning/project related property services for facilitating accommodation outcomes. They will work with the stakeholder leadership team to develop and deliver on the property agenda priorities.  

The role will proactively identify and analyse client needs and develop or source solutions to deliver on business objectives by driving outcomes for stakeholders by coordinating necessary activities across multiple Property Services teams and keep stakeholder informed of progress. The position leads the strategic assessment and planning components of projects including concept planning, options development, feasibility assessments and brief delivery. 

The role will also manage asset management function to ensure that the optimal distribution of University’s asset can be achieved, and the utilisation efficiency is increased.  

Reporting line: Associate Director, Campus Planning and Operations

Key Accountabilities Summary

Space planning  

Under the direction of the Associate Director, Campus planning & Operations, undertake and contribute to a range of project activities, strategy formulation, planning, delivery, continuous improvement and reporting.   

  • Understand and anticipate the strategic needs of the stakeholder group to effectively plan and allocate space to support students, learning, teaching and research. 
  • Coordinate space allocations, assess requests for additional space, making recommendations on the allocation of space to the Senior Manager, Campus planning & Operations.  
  • Work with Project team to prepare briefs for projects that fulfils stakeholder requirements and aligns with University strategic vision/direction, through extensive engagement with stakeholders. 
  • Work closely with Project staff to keep abreast of progress of projects to guide and support the stakeholder/s through the life of the project.  
  • To ensure success in the role, build trusted advisor relationship with stakeholder group and collaborative working relationships with the Project team to ensure effective delivery of projects and improve planning outcomes.  Provide regular updates to stakeholders on progress of projects  
  • Compile data; perform space allocation, utilisation analysis and provide detailed report to improve efficient use of space.  
  • Develop and manage the reporting for the spatial KPI’s and targets and reporting for CPS team.  
  • Review and provide procedure updates to match with the development of facilities at RMIT VN Campuses.  
  • Lead the support for adds/moves and changes requests from internal customers in liaison with other FM and Project teams.  
  • Undertake post occupancy evaluations (POE) to gather lessons learnt and identify opportunities for improvement. 
  • Verify as built drawings registered by Project team to make sure they obtain the required Melbourne CAD standards.   
  • Oversee CAD as built drawings for all locations and keep floorplans up to date. 

Asset Management 

  • Manage the asset management function to ensure efficient use of facilities.  
  • Develop reports to support FM team to analyse root cause of critical or frequent failures to adjust service programs and improve reliability and availability of services and contribute to the improvement of a quality management system.  
  • Evaluate and report on the performance of contractors compared to contractual Service Level Agreements to monitor efficiency and effectiveness. 
  • Lead the implementation and maintenance of the Central Asset Management Systems (CAMS) from Melbourne for VN campuses and work with Australia providers to deliver reports and make suggestions to FM team for life cycle management. 

Key selection criteria

  • An appropriate tertiary qualification and/or equivalent level of expertise gained through substantial relevant experience. Qualifications in Architecture, civil engineering, facilities management would be an advantage.  
  • Knowledge of CAD drawings, as-built documentation, floorplans, and space data 
  • Demonstrated ability to work through complex issues and produce analysis of preferred options in a complex and often challenging work environment. 
  • Demonstrated high level understanding of space management/space planning activities. 
  • Ability to deliver and support results orientated client service, demonstrated through successful experience in partnering with senior stakeholders to achieve business objectives through the strategic property agenda. 
  • Highly developed interpersonal and representation skills, with the proven ability to build effective relationships and communicate with a diverse range of people internal and external to the University 
  • Demonstrated experience in working autonomously under broad direction. 
  • High level computer literacy (spread sheet, presentation skills, and word processing) and ability to present often complex data in a concise and understandable manner. 
  • Ability to display appropriate behaviors in line with the position, RMIT Values and RMIT Leadership Model.
