Description:

JOB DESCRIPTION SUMMARY: 

The Project Associate is responsible for managing and coordinating small to medium capital improvement projects as well as providing construction management support for Jefferson County Parks & Open Space. Prepare budgets and cost estimates. Gather needed data. Provide administrative services for contracts. Lead and/or attend meetings. Actively monitor the status of projects. Coordinate with contractors, consultants, other outside agencies. Present to other agencies and the public. 

   

SCHEDULE: 

This position operates in office/field with some remote work, working 40 hours a week. Occasional weekend/week night needed.  

 

COMPENSATION:  

Hiring Range: $76,000-$88,000 USD Annually 

Compensation will be determined based on education, experience and skills.

ESSENTIAL DUTIES: 

  • Actively oversee and monitor multiple projects of small to medium size and complexity. Continually ensure quality while minimizing variance in scope, schedule, and cost. Adhere to and verify compliance with projects documents, plans, and specifications. Process pay applications and invoices. Confirm data are correct and that work is acceptable prior to approving.   

  • Perform field observation, inspections, and construction oversight for multiple active civil and vertical projects. Ensure that work is being completed per the approved plans and specifications. 

  • Coordinate and lead design and development activities and efforts with other Parks & Open Space teams, provide information and recommendations, and guide resolution of conflicts and issues.  

  • Following the appropriate County procurement policies, procedures, and contracting methods, create and evaluate requests for proposals, requests for qualifications, requests for information, statements of work, change order requests and other contract documents pertaining to retaining consultants and contractors. Evaluate and recommend consultants.  Provide the Purchasing Department with all information required for procurement. Provide information at pre-bid and pre-proposal meetings. Review bids and proposals and make recommendations. Assist in drafting contracts, work to formally execute contracts, and administer the contracts once executed.  

  • Provide the project team direction that allows the project to move toward completion while keeping the project on schedule, on budget and within scope. Attend, lead or facilitate project meetings. Provide information and direction as well as guide resolution of conflicts and issues.   

  • Coordinate with other Parks & Open Space teams as well as other agencies in order to obtain necessary permits and approvals.  

  • Review and evaluate project goals and milestones in collaboration with other Parks & Open Space teams.    

  • Attend and/or present at public stakeholder meetings and respond to project inquiries.   

  • Other duties and responsibilities as assigned. 

 

 

QUALIFICATIONS:

Minimum Qualifications:  

Experience: Two years' work- related experience 

Education: Bachelors Degree* 

*Note: An equivalent combination of education and experience is acceptable. 

 

 

Preferred knowledge, skills, and abilities: 

  • Bachelor’s degree in Construction Management, Architecture, Engineering, Landscape Architecture, or related field. 

  • Ability to set and meet goals and deadlines, manage appointments, create schedules, coordinate and facilitate meetings, and make decisions.   

  • Strong communication skills rooted in relationship building. 

  • Experience creating and/or reviewing construction documents. 

  • Experience in construction observation, testing, or management.  

  • Knowledge of stormwater Control Measures. 

  • Ability to articulate clearly and effectively to varying levels of consultants, contractors, and staff.  

  • Independent critical thinking and analysis.     

  • Demonstrate initiative, innovation, and resilience.     

 

Additional Job Information: 

  • A valid Colorado driver’s license is required for positions that drive on County Business in either a county or personal vehicle within 30-days of hire or beginning to serve as an intern or volunteer.
