The primary purpose of this position is to serves as a Project Support Specialist formulating and supporting the world-wide, rapid and independent vulnerability, operational, and other specialized assessment support to SAF/CDM, the DoD, and other Departments of the Federal Government. Responsible for planning, control, execution and logistics for complex assessments of sensitive national-level programs.

Major Duties:

  • DUTY 1: Serves as Project Support Specialist and acts as Site Manager responsible for planning, directing, identifying required resources, establishing milestones and goals in support of client requirements/projects. Formulates and recommends policies, philosophies, programming, methodology, control of resources, and acceptance and regulation of prospective workload. Develops Client Requirement Documents (CRDs) to articulate organization needs, address employees, supervisors and senior leadership comments, and comply with CDM operational instructions (OIs), policies and procedures. DUTY 2: Responsible for resource management and security for CDM assessment. Manages, directs, plans, and formulates all facets of site support evaluation and vulnerability assessments, considering DoD, national-level client assessment scenarios, design, time and resource constraints. Responsible for project personnel, budget, scheduling, performance, material and instrumentation equipment. DUTY 3: Serves as the project leader for assigned projects providing guidance, coordination, and direction to assessment teams, engineers, analysts, management, and other support personnel. Ensures team is trained to accomplish specific project tasks safely and strives to complete assigned tasked on time or ahead of schedule. Ensures minimal attention is focused toward the CDM and its mission at all times. DUTY 4: Maintains a continuous liaison with other SAF/CDM staff, service headquarters counterparts, and DoD offices to integrate priority support actions. Actively participates in planning to improve organizational direction and focus using planning tools and techniques. Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and thereby improve overall defense level planning in areas of assignment.

Qualifications: This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of experiment, qualitative, and or quantitative methods for the assessment and improvement of complex management processes and systems; knowledge to develop, manage and execute SAF/CDM enterprise monitoring and reporting processes to provide, enable and facilitate operational integration and synchronization. Knowledge of operational monitoring, reporting and self- assessment concepts, program analysis doctrine, statutory authorities, DoD and USAF policies, procedures and systems must be comprehensive and based upon experience of all levels of command and staff. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of advanced concept principles and practices in a variety of disciplines to serve as an expert in the assessment areas to include SOF tactics, techniques and procedures, information technology assessments, communications systems, program and project management, risk managements, planning and budgeting. 2. Knowledge of military program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of various entities involved in overall program planning and execution of military operations and evaluations. 3. Knowledge of Defense Intelligence Enterprise (DIE) program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 4. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency cooperation on advanced concepts, principles and practices. 5. Knowledge of various program policies, legislation, executive orders and DoD directives to plan and develop guidance for applying complex procedures, techniques and methods to diverse client situations. 6. Skilled in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
