Critical Responsibilities

Main Tasks:
PPM is the central contact person within the Project organization for all procurement relevant topics.  PPM has responsibilities to

• Develop procurement concept and consolidate procurement deliverables required by EPDS;    

• Support project manager to evaluate and develop project execution strategy;
  Develop procurement plan and maintain it regularly;
• Establish project specific Approved Vendor List (AVL) for required goods and services based on Covestro internal AVL and practice;

• Develop and Implement sourcing strategy and contracting strategy with support from in-house team or Procurement Service Provider.
• Monitor whole project procurement process to ensure compliance, quality, cost, saving and schedule.
• Support cost estimation and budget inquiry process;Lead ITB process for main and critical packages till successful award;
• Manage interface with main execution contractors (eg. EPs, EPsCm, EPCm, EPC contractors), monitoring contractor’s performance;
• Conduct Vendor Performance Evaluation for selected vendors;
• Conduct and consolidate lessons learn from procurement perspective, update Continuous Improvement system accordingly;
• Prepare procurement closeout report at the end of the project;

Requirements

Education：
University degree and above in business or engineering

Core skills：
More than 10 years of experience with CI Project Procurement and project management

• Solid knowledge and experience with EPCm and EPC contracts and contractors, managing of EPC or EPCm contractor in more than 3 bigger investment projects in the chemical / petrochemical industry
• Strong leadership skills
• Strong negotiation skills
• Knowledge of Contract Law, FIDIC terms and conditions, Rules of International Arbitration is a plus
• Familiar with digital tools and AI application as advantages

Language Proficiency： High proficiency level in English
