Key Responsibilities:
The Project Officer will be responsible for the effective implementation, coordination, and monitoring of a School-Based Water, Sanitation, and Hygiene (WASH) Improvement Project in San Vicente and Sampaga Elementary Schools in Pampanga for a duration of five months. The position ensures improved access to safe drinking water through filtration systems connected to existing municipal water lines, increased availability of functional handwashing facilities, improved sanitation conditions, and the establishment of sustainable WASH operation and maintenance systems in flood-prone school environments.
The Project Officer will also lead community and school engagement activities, including recruitment of volunteers, capacity building, and support for WASH awareness campaigns, in compliance with DepEd standards and national WASH guidelines.
Project Implementation and Technical Coordination
- Coordinate site assessments and implementation of project activities in both schools.
- Oversee construction and installation of elevated communal taps equipped with water filtration systems connected to existing metered municipal water connections.
- Coordinate installation of additional handwashing stations with running water and soap.
- Support repair and improvement of existing sanitation facilities, as applicable.
Quality Assurance and Compliance
- Monitor contractors, suppliers, and service providers to ensure compliance with technical specifications.
- Ensure potable water meets national water quality standards.
- Verify that sanitation and handwashing facilities comply with DepEd WASH standards for adequacy, safety, and hygiene.
- Conduct regular site visits and document progress, issues, and corrective actions.
Community Engagement and Recruitment
- Lead recruitment of volunteers and participants using the following channels:
- School-based announcements (assemblies, class advisories, bulletin boards).
- Parent-Teacher Meetings to encourage parental involvement and WASH committee membership.
- Barangay platforms, including barangay halls, community meetings, and social media pages.
- Municipal and Barangay Health Centers, in coordination with health workers for hygiene promotion.
- Support the formation or strengthening of school and community-based WASH committees.
Orientation, Training, and Capacity Building
- Conduct initial orientation sessions for teachers, parents, students, and volunteers on project objectives and roles.
- Coordinate and facilitate training on:
- Hygiene promotion and behavior change
- Operation and maintenance of WASH facilities
- Monitoring and reporting of facility functionality
- Support schools in conducting at least one annual WASH awareness campaign or training activity.
Incentives, Motivation, and Volunteer Support
- Implement non-monetary incentive mechanisms for volunteers, including:
- Issuance of recognition certificates
- Public acknowledgment during school and barangay events
- Opportunities to assume leadership roles within WASH committees
- Promote volunteer motivation and sustained participation throughout the project lifecycle.
Monitoring, Documentation, and Reporting
- Track project progress against approved work plans, timelines, and outputs.
- Collect data related to water access, sanitation conditions, and handwashing facility usage.
- Prepare regular progress reports, documentation of activities, and a final completion report.
- Document challenges, risks (e.g., flooding, water contamination), and lessons learned.
Sustainability and Maintenance
- Assist schools in developing and implementing a WASH operation and maintenance plan.
- Support designation and training of facility caretakers.
- Promote consistent availability of soap and proper hygiene practices.
- Coordinate with school administrators and barangay partners to ensure long-term sustainability of WASH facilities.
Organizational Involvement
- Regularly attend or lead in the Corporate and Team devotion and prayer as part of staff spiritual nurturing.
- Participate in meetings and events such as team and organizational meetings, as necessary.
- Timely submission of Performance Agreements that include Individual Learning and Development Plan and staff spiritual nurture plan, and Annual Performance Reviews.
- Support emergency response, as needed.
Qualifications:
- Bachelor’s degree in Engineering, Environmental Health, Public Health, Social Sciences, Development Studies, or related field.
- At least 2–3 years of experience in project coordination or implementation, preferably in WASH, education, or community development.
- Familiarity with DepEd WASH standards and school-based projects is an advantage.
- Experience working in flood-prone or low-resource communities is preferred.
- Strong coordination and organizational skills.
- Basic understanding of water filtration systems and sanitation infrastructure.

- Good written and verbal communication skills.
- Monitoring, documentation, and reporting skills.
- Problem-solving and adaptability in field conditions.
