World Vision Mongolia seeks a Project Manager for an anticipated 6-months United States Agency for International Development program in Mongolia, jointly implemented by FHI360. The anticipated project, Meeting Targets and Maintaining Epidemic Control II (EpiC) in Mongolia, has identified the following objectives: (i) Strengthen the coordination and synchronization roles of the One Health Zoonotic Diseases Technical Working Group (OHZDTWG) as existing national multisectoral platform for different relevant sectors in this field to maximize the cross sectoral coordination and collaboration within an accountability framework; (ii) collaborate with national agencies and stakeholders to implement targeted interventions aimed at strengthening Mongolia’s laboratory systems; (iii) Increase recruitment and implementation of structured training programs to build a resilient and capable workforce capable of responding to emerging health threats; and (iv) Provide technical assistance and capacity-building.
The manager is to manage the overall implementation of the project in accordance with project proposal, donor guidelines and standards linking project interventions between project partners, local authorities and project beneficiaries, to take ownership in the improvement and sustenance of the well-being of children and their families through interventions of the Meeting Targets and Maintaining Epidemic Control (EpiC) project within the One Health framework.
The Project Manager will be responsible for overseeing all aspects of the project, ensuring that objectives are met on time and within budget. This role requires a strong understanding of the One Health framework, zoonotic diseases, project management skills, and the ability to work collaboratively with multidisciplinary teams.
The project’s main interventions will be conducted to support the implementation of the Law on Public Health, revitalize the One Health Zoonotic Diseases Technical Working Group (OHZDTWG), build capacity of the national laboratory systems, develop surge plant to support the human resource, development and management of the health sector and support the adoption and implementation of the Risk Communication and Community Engagement (RCCE) at the national and local level. The project intends to work at the national and local level, targeting Bayan-Ulgii, Khovd, Uvs, Zavkhan, Gobi-Altai, Khuvsgul, Bulgan, Orkhon provinces and Ulaanbaatar city during the period of March to September 2026, with a possibility of three months extension.
PROJECT PLANNING AND MANAGEMENT (60%)
- Provide overall leadership to the project team to meet project deliverables in line with the project proposal, focused on quality and success.
- Lead effective implementation of the project in accordance with detailed plan and budget.
- Develop monthly, quarterly and yearly based project implementation plan.
- Implement detailed project plans, including timelines, budgets, and resource allocation according to the implementation plan.
- Monitor project progress and make adjustments as necessary to ensure successful completion in lieu with donor compliance.
- In collaboration with technical working groups and specialists of local government, develop SOP/TOR and relative guidelines.
- Coordinate with stakeholders, including government agencies, NGOs, and research institutions.
PROJECT MONITORING AND REPORTING (15%)
- Develop a project monitoring plan to routinely assess project performance in accordance with the project implementation plan and budget.
- Oversee data collection, management, and analysis related to zoonotic diseases.
- Ensure data quality and integrity.
- Lead effective monitoring of project target areas and deliver monitoring data to Grant Manager and World Vision technical programs.
- Prepare and submit regular progress reports to funding agencies and other stakeholders.
- Manage project documentation and maintain accurate records.
- Utilize monitoring information to improve project performance as well as formatted and made available for technical programs for internal reporting
- Report any changes if implementation process is off course and re plan accordingly.
- Develop and implement project and Donor communication and visibility plan in compliance with donor rules and regulations.
EXTERNAL ENGAGEMANT AND COORDINATION (15%)
- Build and maintain relationships with key stakeholders, including community leaders, policymakers, and funding agencies.
- Coordinate with National level stakeholders such as the Ministry of Health, National Centre for Zoonotic Diseases and State Central Veterinary Laboratory as well as local government agencies in target areas for effective project implementation.
- Engage in national level policy dialogues, deliver project impact and lessons learnt to respective authorities, donor agencies, and support offices.
- Build and maintain effective working relationships with community leaders and local NGOs to enhance program effectiveness.
- Ensure project priorities and approaches are aligned with community, partners & donor’s requirement and standards.
- Coordinate donor & partners visits in the project fields.
- Disseminate information and reports regularly with partners on project implementation and document best practices.
PEOPLE MANAGEMENT (10%)
- Lead and manage a multidisciplinary team of researchers, veterinarians, public health professionals, and other stakeholders.
- Lead the project team to have effective project ownership, implementation, community engagement and mobilization process.
- Work with other departments and GAM team to maximize project’s overall performance
- Provide guidance and technical support to the project staff to deliver quality implementation
- Conduct regular team meetings and frequent conversations with an emphasis on on-the- job coaching and constructive feedback to support their performance and development, and ensure WV’s performance management processes are followed.
- Support in building staff capacity to improve their efficiency and output.
- Ensure and promote staff well-being and security.
- Ensure staff and partners understand WV’s safeguarding & anti-corruption policies.
OTHER (15%)
- Contribute to the common goal and aspirations of the WVI Mongolia.
- Attend weekly devotions and support spiritual development of the team.
- Ensure awareness raising on prevention and reporting of child protection incidents across project targets.
- Willingness to travel 30% to 40% of the workload as project needed.
- Ability to work under pressure and meet deadlines.
- Support, as required, to develop grant project proposal & design.
