ABOUT THIS JOB

Position Specific Description

The Physical Security Project Manager position for the City of Tucson’s Water Department is responsible for leading security initiatives that protect critical infrastructure and operational processes. This role oversees project parameters, budgets, and timelines while devising solutions to complex challenges and ensuring compliance with safety standards.

The work is performed under the supervision of the Chief of Security. This position does not supervise.

Duties and Responsibilities

  • Directs security-related capital projects by developing scopes, schedules, and budgets; monitoring contractor performance; allocating resources; and collaborating with federal, state, county, city, and department partners to keep projects on track, within scope, and on budget. Provides regular updates to leadership and facilitates stakeholder meetings to ensure alignment.
  • Manages contractors, vendors, and Job Order Contracts (JOCs) in accordance with agreements and City of Tucson procurement guidelines, ensuring accountability, compliance, transparency, efficiency, and the highest quality project delivery.
  • Plans, designs, and manages installation, maintenance, and refinement of physical security systems including access control, visual information, surveillance, alarms, and facility hardening while conducting assessments of critical water system assets (wells, treatment plants, reservoirs, and staffed facilities, etc.) to strength safety and reduce risk. Prevents total criminal activities including vandalism, encroachment, tampering, etc.
  • Assigned to support citywide, departmental, operational, strategic, and compliance objectives. Conducts risk assessments of city facilities, recommends improvements to enhance safety, and ensure projects align with the City’s Public Safety Improvement Plans.
  • Leads the preparation and implementation of continuity plans, emergency response training, and exercises by coordinating with internal departments, external organizations, and first responders to enhance preparedness, collaboration, and mutual aid.
  • Leads the creation and refinement of SOPs related to physical security analysis and management, ensuring consistent practices, compliance, accountability, efficiency, effectiveness, resilience, reliability, and sustainability across the department.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education
Bachelor's degree

Work Experience
Three (3) years of relevant experience
*Any combination of relevant education and experience may be substituted on a year-for-year basis

License Requirements
Valid and unrestricted Arizona Class D Driver License

Preferred Qualifications
PMP, PSP (Physical Security Professional)
CPP (Certified Protection Professional)
 
Similar or related certifications with emphasis on physical security, facilities, public safety, or Information Technology (with focus on cybersecurity).
