Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities
- Support the lead Project Manager during the final development and pre-launch phase, including coordination with the development team and stakeholders;
- Assist in tracking timelines, deliverables and risks during the run-up to launch;
- Ensure all technical, analytical, and governance elements required for launch are aligned and delivered on time;
- Upon completion of implementation (post-launch), assume full responsibility for day-to-day project management, including scheduling, coordination, documentation, issue tracking, and continuous improvement, including further development activities for the Repository.
- Preparing an onboarding package (login guidance, FAQs, short video tutorials);
- Organising onboarding webinars for first-time users across 32 Allies;
- Coordinating account creation with internal NATO technical services;
- Tracking onboarding progress and reporting outstanding gaps or issues.
- Running regular coordination meetings with internal teams and contractors;
- Maintaining project documentation;
- Monitoring progress and reporting status to senior management;
- Preparing briefing notes, slide decks, speaking points, and demonstration materials related to the Repository;
- Ensuring alignment with related initiatives.
- Liaise regularly with EuRepoC as the primary data provider to coordinate data delivery schedules and ensure alignment with NATO requirements;
- serve as a focal point for coordination with SITCEN which provides technical platform;
- ensure continuous liaison with internal stakeholders (CyOC, CTAB etc.);
- preparing funding documentation for approval, tracking financial execution, liaising with divisional budget officers to secure timely and compliant funding approvals.
- develop proposals for the future evolution of the Repository by identifying functional and analytical gaps, developing proposals for enhancements, preparing an evolution roadmap, and handling engagement with SITCEN, EuRepoC, and other stakeholders on next-generation capabilities and long-term sustainability.
- capture lessons learned during development, testing and launch of the Repository, conduct after-action reviews with stakeholders, and convert findings into actionable recommendations for improving tool functionalities, data quality, and user engagement.
- Support the lead Project Manager during the data processing and analysis stage, including coordination with Allied representatives to facilitate Pledge bilaterals;
- Assist in tracking workflow of Allied analysis and task management through Q1-Q2 2026 and create a structured workflow that leverages the new process delivered by the Data Engineer for the Pledge data portal;
- Ensure all process aspects run smoothly to execute professional bilaterals, including some bilaterals delivered off-site in Allied nations as relevant, until technical, analytical, and governance elements required for launch are aligned and delivered on time;
- Upon completion of implementation (post-launch), assume full responsibility for day-to-day project management, including scheduling, coordination, documentation, issue tracking, and continuous improvement, including further development activities for the Repository.

Desirable
- PM certifications (e.g., PRINCE2, PMP, Agile).
