About the business

The RBA’s Banking Department (BK) provides a range of banking services to Australian Government departments, agencies, overseas central banks and official institutions (customers). These services broadly comprise two activities: managing the government’s core accounts and transactional banking. BK provide customers access to high-quality, cost-effective and secure systems to collect, pay and manage government funds. This, in turn, supports the Commonwealth to serve the Australian people.

BK comprises Service Delivery (operations), Product, Risk and Change Delivery functions. This role sits within the Change Delivery team and leads the delivery of change activities for customer focused outcomes.

About the role

We’re looking for someone to lead a multi-disciplinary team focused on delivering customer outcomes and regulatory change. In this role you will have autonomy to plan and deliver changes that enhance the systems and processes BK use to deliver banking services to customers. Key activities include:

  • Understanding proposed customer, industry or enterprise changes and driving the delivery of these initiatives.

  • Defining, managing and executing delivery plans to ensure efficient and effective change.

  • Working closely with internal and external stakeholders to identify and manage risks, assumptions, issues and dependencies throughout the project lifecycle.

  • Continuous improvement, always looking for efficiencies in the delivery, operating and technology environment.

This role is an opportunity to shape how the RBA provides banking services for the Australian Government and community.

Key responsibilities

You will be responsible for delivering all aspects of the project lifecycle, including:

  • Developing and maintaining detailed project schedules, budgets, and resource plans.

  • Manage sprint planning and backlogs using tools such as JIRA.

  • Ensure on time delivery, within scope and budget.

  • Lead cross-functional teams, including business analysts, testers and technical specialists.

  • Work with third party providers to deliver shared objectives and outcomes.

  • Foster collaboration and accountability.

  • Consume detailed information, summarise and communicate to a broad range of stakeholders effectively.

  • Produce concise communications that allow management to make efficient and effective decisions.

  • Build strong relationships with management, governance and industry forums.

  • Manage competing priorities, facilitating efficient and effective decision-making.

  • Proactively identify, assess, and mitigate risks, assumptions issues and dependencies.

  • Maintain compliance with regulatory and governance standards.

  • Oversee smooth transition of technology and process changes into operations.

  • Ensure benefits realisation and adoption.

  • Drive enhancements in processes, technology, and capabilities.

  • Promote best practices in project governance and delivery.

Your background

  • 5+ years' experience leading projects in financial services or government.

  • Exceptional planning, analysis, and implementation capabilities, with a proven ability to define project scope, goals, and deliverables.

  • Deep understanding of Australian payment systems and associated technologies is highly desirable.

  • Proven ability to translate complex concepts into clear, practical insights that enable effective decision making.

  • Demonstrated ability to effectively manage and reduce delivery risks and issues in complex environments.

  • Experience in managing and coaching multi-disciplinary project teams

Qualifications

  • Relevant tertiary qualifications or equivalent experience.

  • Relevant certifications (e.g., PMP, PRINCE2, Agile PM) highly desirable.
