Education & Experience

  • Engineering degree (Chemical, Mechanical, or Process Engineering preferred) or equivalent.
  • Project Management degree and/or PMP, PRINCE2, or equivalent project management certification desirable.
  • MBA or business qualification desirable.
  • Minimum 5 years' experience in oil infrastructure project development in China (concept to commissioning) as Project Manager and/or Engineering Manager.
  • Specific experience in oil blending technology, refinery operations, or petrochemical facilities highly advantageous.

Technical & Management Skills

  • Strong technical acumen to effectively manage and challenge external engineering consultants.
  • Proven ability to review and validate technical deliverables.
  • Experience managing external contractors and consultants.
  • Demonstrated stakeholder management and team leadership capabilities.
  • Ability to work autonomously while maintaining management alignment.

Key Responsibilities

Based on our office in Shanghai, and as part of the greenfield development of a new strategic oil blending facility in Yangzhou province, China, Trafigura seeks a Project Manager to lead the project team through development and execution phases. Key responsibilities include:

Project Leadership & Execution

  • Lead the cross functional project team through all phases from scoping to construction completion.
  • Implement and execute comprehensive project management processes: governance, execution planning, controls, stakeholder management, communication, requirements management, change control, and risk management.
  • Report project progress through agreed KPIs and metrics to senior stakeholders with appropriate frequency.

Technical Management & Owner Engineer Oversight

  • Provide technical oversight and actively manage the external Owner Engineer, ensuring deliverables meet project specifications, cross functional requirements and timelines.
  • Challenge and validate technical recommendations from external consultants using strong engineering judgement.
  • Act as the primary technical interface between Trafigura and external engineering resources.
  • Support cross-functional teams in establishing technical-commercial requirements and evaluations.

Stakeholder Engagement

  • Engage proactively with internal and external stakeholders to maintain project alignment and support. This includes from Senior international stakeholders in Trafigura to local stakeholders and Authorities in the Yangzhou province.

Facilitate smooth project progression through effective relationship management.
