Project Description

Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year (2019–2027) global health initiative project funded by the United States Government (USG). EpiC has a global presence and extensive breadth and depth of technical experience. In FY26, EpiC’s scope in Jamaica will focus on strengthening global health security (GHS) capacity and systems, which may include strengthening outbreak preparedness and response systems, disease surveillance, infection prevention and control, zoonotic diseases, laboratory systems, biosafety and biosecurity, risk communication and community engagement, and health emergency management.
 

Job Summary:

Plans, executes, and finalizes projects according to strict deadlines and within budget. Acquires resources and coordinates the efforts of team members and external clients to deliver projects according to plan and oversees quality control throughout the completion of the project(s) life cycle. He/she will also be responsible for the overall management of subawards under the EpiC project in Jamaica. S/he will be responsible for sub-award management, monitoring and compliance and will provide capacity development and technical support to sub-recipients to strengthen their grant management systems and ensure strong management of sub-agreements.

The Project Manager will lead or support other staff in the efficient operation and maintenance of an effective grant portfolio management system. S/he will work in partnership with the technical and finance teams to ensure subrecipients achieve successful and compliant performance.

Accountabilities:

  • Develop and deliver a project management plan encompassing all the details of a project to the team members.
  • Coordinate the grant process within the country team and liaise effectively with HQ teams to award and implement grant awards.
  • Work closely with finance team to develop grant packages, including review of subrecipient budget and budget narrative, preparing and updating templates, and ensuring alignment across the program description, targets, and budget.
  • Maintain accurate and up-to-date sub-grant and contract tracking tools and ensure that internal systems (e.g., SAT) are regularly updated to reflect real-time data and documentation.
  • In conjunction with the finance team conduct on-site visits (virtual or physical when possible) and file reviews to validate budget compliance, cost eligibility, and implementation progress.
  • Work with the technical and finance teams to ensure seamless start up and /or close out processes of sub-awards.
  • Develop and deliver project plans, documentation, training, presentations and budget proposals to management and staff.
  • Work with the finance and technical team to identify and resolve project issues and implement improvement plans to ensure the project stays on schedule and within budget.
  • Evaluate the progress of the project on a regular basis.
  • Build, develop, and grow partnerships vital to the success of the project.
  • Keep abreast of the latest strategies, tools and terminologies used in project management worldwide to adopt and increase productivity.
  • Establish a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project.
  • Review the project schedule with senior management and all other staff that will be affected by the project activities; revise the schedule as required.
  • Contribute to reports on the project for management and for funders.
  • Perform other duties as assigned.

Supervision Given/Received:

  • Manages staff and external project members to achieve goals and vision of project from initiation to completion.
  • Coordinates project plans, budgets, training, and resources with management to achieve strategic goals.
  • Reports to the Country Project Director.

Education: **

  • Bachelor's Degree or its international equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a related field.

Experience: **

  • Typically requires a minimum of 8+ years of relevant experience with project management principles and practices, 2+ years of line management experience required.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • International or domestic program development or project management preferred.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

 10% - 25%

The expected hiring salary range for this role is JMD 5,000,000 - 7,500,00 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget.
