Job Summary: The primary purpose of this position is: To serve as a Project Manager within the technology development branch which conducts assessments of leading-edge technologies to develop and deliver potential Personnel Recovery (PR) Capabilities. This position manages and administers a robust assessments program within an acquisition "like" program structure in order to transform technology to an operational PR capability in an expeditious manner.
Major Duties:
Qualifications: This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: an understanding of Personnel Recovery (PR) mission area and the operational aspects of Survival, Evasion, Resistance and Escape (SERE) tactics techniques, and procedures (TTPs). Knowledge of the DoD worldwide intelligence mission and operational posture and knowledge of the broad range of national intelligence operational capabilities, and the research and development components of the intelligence Community (IC). Knowledge of new collection systems and requirements, processing techniques, reporting formats and contents. Technical approaches to leading edge technologies to transform technology to an operational PR capability. Knowledge of acquisition program management functions and Contract Officer Representative (COR) roles and responsibilities. Knowledge of analytical techniques and methods to gather and assemble critical program information. General knowledge of budgetary practices, procedures, regulations, and guidelines. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of project management, requirements management, contract management, communication management, stakeholder management, risk management, and quality assurance management. 2. Knowledge of Defense Acquisition System (DAS) program management functions, systems engineering principals, and ability to lead personnel contract support efforts in the execution of efforts and tasks for the technology assessments. 3. Ability to analyze, interpret, and express complex concepts and leading-edge technical data in order to ensure the acquisition approaches are meeting operational Personnel Recovery mission requirements. Requires technical acumen and keen understanding of the operational environment. 4. Knowledge of broad range of national intelligence operational capabilities and the research and development components of the Intelligence Community (IC). 5. Ability to lead, organize, and direct a highly educated, technical savvy support staff. 6. Skill with analyzing conflicting information from multiple resources and ability to determine and apply proper methodologies to problem resolution in order to evaluate and negotiate critical technological trade-offs to meet Key Performance Parameters (KPPS) in concert with schedule / budget constraints. Skill with communicating information and concepts, to include technical information, clearly and concisely both orally and in writing. CONDITIONS OF EMPLOYMENT CONT. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
