Job Summary: This position is located in the Bureau of Consular Affairs, Office of the Managing Director for Passport Issuance Operations (CA/PPT/I)., with the U.S. Department of State. CA is responsible for the welfare and protection of U.S. citizens abroad, for the issuance of passports and other travel documentation to citizens and nationals, and for the protection of U.S. border security and the facilitation of legitimate travel to the United States.

Major Duties:

  • Provide expert advisory and consultative services to the Deputy Assistant Secretary for Passport Services Directorate, Managing Director of Issuance Operations.
  • Design project objectives to include scope, stakeholder analysis, impacted groups, work breakdown structure, and sequencing of tasks.
  • Maintain expertise in procedures for assessing, evaluating, and monitoring projects to ensure compliance with Federal laws, regulations, and guidance.
  • Mentor change agent employees in assigned work areas and leads a range of organizational change management activities to improve business processes that advance sustained and improved customer service.
  • Build and maintain strong relationships with key stakeholders across the organization, including senior leaders, managers, employees, and union representatives.

Qualifications: Applicants must meet all the required qualification requirements described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in providing expert advisory and consultative services to the Deputy Assistant Secretary for Passport Services Directorate, Consular Affairs senior level stakeholders, and other project managers to ensure alignment and consistency with overall agency goals, objectives, and priorities. Experience applying project management principles and theories to develop project plans, integrated master schedules, work breakdown structures, budgets, resource requirements, quality measurements, and closure reports to ensure project outcomes meet organizational goals and objectives. Experience developing organizational change management plans to include stakeholder and sponsor analysis, communication plans, methodologies to mitigate resistance, and application of qualitative and quantitative measures to assess change maturity. Experience drafting project documentation and reports and presenting such to senior ranking officials on project outcomes to support decisions in support of the organization’s strategic plans, goals, objectives, and priorities. There is no substitute of education for specialized experience for the GS-14 position. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
