Job Description
Albemarle is hiring for a Project Manager. This position is in-office and located in Qinzhou.
Project Manager – Proposal Manager (FULL-TIME) to work with the Sustaining Engineering teams in LI GBU. The ideal candidate will be a high energy, collaborative individual who aspires to find creative ways to solve problems, answer questions, and improve processes. This position is focused on and has responsibility for the projects in Front-End Engineering Design (FEL1~FEL3) of Albemarle’s Project Process (APP). Specifically, this role supports the development of lithium hydroxide projects at our Qinzhou production facility. He or she will be part of the project management team. The candidate will provide oversight and technical support to FEED, Capital estimation, Schedule range analysis, Site survey, Constructability, Government affairs of the early phase of project. Close collaboration with the plant leaders, process technology, and operations & maintenance groups is essential to be successful in the role.
What You Will Do
· Work with cross functional teams, especially Qinzhou plant team, MTS, and process technology (PT), to focus on the business planning, evaluate, select, define phases to identify scope, goals, and deliverables that support the business objectives.
· Ensure management commitment to HSE Standards including safety in design and development of a robust HSE management system
· Drive and lead effective execution of the engineering design, procurement, construction, commissioning, and start-up activities focused on critical inputs and activities during FEL 1-3, leveraging many diverse and local or global vendors.
· Maintain quality and timeliness of early phase of project activities and deliverables (as defined in APP)during FEL 1-3.
· Organize and participate in opportunity framing sessions. Organize and participate in value engineering efforts.
· Work with local design institute to ensure the technical correctness of FEED and associate deliverables.
· Ensure all technical documents are reviewed and approved at the appropriate levels and input is incorporated.
· Coordinate with Albemarle’s Corporate Engineering function as well as the site engineering team to ensure correct technical specifications and standards are used in the project development process
· Ensure development of project business case including coordination with the project controls function for economic analysis
· Coordinate resource requirements and project development with other ongoing plant activities / work to ensure all stakeholder expectations are aligned.
· Participate in the supply chain functions including but not limited to the execution of requests for proposals, the creation of and approval of purchasing requisitions, bid tabulations, and single source justifications.
· Identify and manage scope changes through the project change order system.
· Ensure compliance with company procedures, project documentation requirements, engineering standards and specifications.
· Coordinate with the project controls function to ensure that projects are properly benchmarked with a specific focus on decreasing the current FEL 1-3 cycle time
· Maintain timely and accurate reporting including weekly and monthly reports which support the project controls function. Maintain and keep well relationship with local government officer and authorities.
What You Bring
Required:
· Bachelor or higher degree in Engineering (Process or Mechanical).
· Prior experience working as a Project Manager with an Owner/Operator in the energy, chemical, or heavy industrial sectors.
· Ability to align project objectives and justify with various stakeholder groups.
Ability to coordinate multi-disciplined teams.
Well knowledge of FEED deliverables, target and purpose.
· Well skill to project change management.
Safety:
· A leader in safety on assigned projects including setting expectations and being visible in the field.
Cooperate with plant HSSE team to ensure construction/commissioning move forward in space limitation in existed plant.
Engineering
· Understanding of engineering progress and constructability measurement. Ideal to have experience in full phase of design experience. He or she have trackable local design institutes working experience.
· Familiar with engineering and construction documents.
· Knowledge with front end definition scoring tools such as PDRI, FELx, or equivalent.
· Working knowledge of engineering design tools – 3-D Model Review, PDMS etc.
Well knowledge of project estimation, cost control, and planning.
· Basic knowledge of engineering document control.
Construction
· Basic understanding of constructability reviews and other value improving practices.
· Basic knowledge of construction labor planning.
· Knowledge of construction safety requirements and measurement.
Planning and Cost control
· Knowledge of project controls and cost forecasting.
· Ability to prepare and analyse detailed schedules for FEL 1-3 and summary schedules for the overall project duration
· Basic estimating skills and knowledge of engineering and construction cost structure.
Preferred:
· Basic knowledge of materials management, procurement, receiving, warehousing, GR, etc.
· Experience with SAP Project Module and other basic SAP transactions.
· Excellent verbal and written English communication skills.
· Excellent people skills - Customer focused.
Computer skill
· Working knowledge of Microsoft Products such as Excel, Word, and Microsoft Project or P6.
· Familiarity with commercially available plant design products such as Autodesk’s AutoCAD, Integraph PDS, PDMS, etc.
