CONTEXT
Ipas Mozambique is a non-governmental, non-profit organization, operating in Mozambique since 2018, with headquarters in Maputo and provincial offices in Nampula, Zambezia, Niassa, Cabo Delgado as well as a representation in Sofala. Ipas works in partnership with government, NGO, and community-based partners to strengthen Sexual and Reproductive Health and Rights, including awareness and access to contraception, safe abortion services, and gender-based violence care. Ipas Mozambique is a member of the global Ipas Impact Network and operates as a branch office of Ipas US.
RESPONSABILITIES
The role of the Project Leader is to deliver the desired project results for the assigned project(s), within scope, budget, and timeline. The Manager plays a critical role in work planning, quality assurance, financial and results monitoring, problem solving, and risk management, as further described below.
Project Management and Results
- The Project Leader (PL) serves as the lead for the assigned project(s), deeply familiar with the project scope, budget, and timeline. S/he ensures that the project delivers the committed results, leading in the development of sound work plans, quality assurance, and the analysis of data and results. The PL leads in using monitoring data to identify and solve problems and improve project performance and results.
- The PL leads regular consultative progress reviews internally, using financial and project monitoring data. She also organizes, participates, or leads external project reviews with donors and stakeholders.
- The PL assists the program implementation team in ensuring quality and understanding and resolving problems to improve implementation and results.
- The PL ensures that the assigned projects have an up-to-date and accurate budget, and ensures regular reviews of budgets and expenditures, to ensure cost efficiency and good stewardship of the funding (as per Ipas standards and policies).
- The PL prepares, reviews and approves externally facing reports for the assigned project(s), including donors progress and financial reports, ensuring technical quality and accuracy.
Team Leadership
- The PL provides supervision for a multi-disciplinary team, including a matrixed program implementation team across multiple provinces. She supports the program implementation team, ensuring clear strategies and workplans, clear roles and responsibilities, adequate staffing, strong performance, value for money, and compliance with Ipas and donor standards and requirements.
- The PL collaborates closely with technical experts to ensure that projects demonstrate technical excellence and are implemented according to Mozambican, donor, and Ipas clinical and program quality standards.
- S/he plays a leadership role in risk identification and mitigation, especially related to assigned projects.
- S/he promotes Ipas as a learning organization, leading in areas such as the use of data for decision making, and documenting and sharing results and lessons learned.
- S/he contributes to developing and updating the local strategic plan and annual Ipas Mozambique planning, aligned with the Ipas mission and global strategic plan.
- S/he participates in global Ipas initiatives as requested, and shares learning and expertise within the global Ipas network.
Resource Mobilization and External Relations
- The PL represents Ipas externally with government counterparts, project implementation partners, and donors, as well as in various national alliances and working groups and at conferences.
- The PL builds and maintains strong partnerships with public and private sector partners.
- S/he contributes to new project designs and proposal development, working to ensure program and technical excellence in Ipas Mozambique projects
REQUIREMENTS
Education
• Bachelor’s degree or higher, in a relevant field, such as public health, international development, nonprofit management, gender equity or public policy. Master’s degree preferred.
Experience / Expertise
- Minimum of 7 years of increasing responsibility in sexual and reproductive health (SRH) programming, with a project management focus.
- At least 5 years of experience and deep knowledge of the SRHR context and public health sector in Mozambique, including experience working with the Mozambican Ministry of Health.
- Excellent skills in project management, including work planning, budgeting, work plan implementation and project monitoring (PMD Pro or similar PM certification desirable).
- Experience in working with large governmental donors, particularly Global Affairs Canada and the Swedish International Development Cooperation.
- Previous experience working for an NGO in Mozambique or the region
Other
- A deep commitment to sexual and reproductive health and rights, especially abortion and contraception access, and gender equity.
- Proven ability to lead teams and work with diverse staff and partners, including through strong communication and nonhierarchical leadership approaches.
- Demonstrated capacity and commitment to good stewardship of funds, including strong skills in budgeting, financial management, procurement, risk mitigation, contract compliance, and data-driven problem solving.
- Professional-level fluency in Portuguese (speaking, reading, and writing); Fluency in English strongly preferred.
- Ability to travel up to 30% domestically, with occasional regional or international travel.
