The Project Lead – Mexico is responsible for leading, coordinating, and managing all Mexico based project activities in support of the WIFA Long Term Water Augmentation Fund Program. This role acts as the primary in country leadership interface for Acciona, ensuring that feasibility, design, technical, permitting, commercial, reporting and construction related activities executed in Mexico are aligned with WIFA program objectives, U.S. client and contract requirements, and cross border project delivery needs.

The position plays a critical role in coordinating multidisciplinary teams operating in Mexico, managing local stakeholders, supporting cross border interfaces, and ensuring seamless integration between Mexico based workstreams and the US based program leadership teams.

Job Description

Project Leadership and Coordination (Mexico Scope)

  • Serve as Acciona’s primary project representative in Mexico for WIFA‑related activities.

  • Lead and coordinate Mexico‑based workstreams across feasibility, design support, technical studies, permitting, commercial inputs, and construction‑related activities.

  • Ensure alignment between Mexico‑based execution and overall WIFA program strategy, schedule, budget, and risk framework.

Cross‑Border Interface Management

  • Act as the main liaison between Mexico‑based teams and US‑based project leadership teams.

  • Coordinate feasibility, technical, commercial, permitting, and construction interfaces across international boundaries.

  • Support integration of Mexico‑based infrastructure elements (treatment, intake, conveyance, offshore/onshore interfaces, staging areas, or other cross‑border components) with U.S. project systems.

Stakeholder & Authority Engagement (Mexico)

  • Manage relationships with local, state, and federal authorities in Mexico, including permitting agencies, utilities, port authorities, off-takers, environmental regulators and other key stakeholders.

  • Coordinate with external consultants, engineering firms, contractors, and advisors operating in Mexico and US as applicable.

  • Support stakeholder engagement activities in coordination with the WIFA Stakeholder Engagement and Permitting teams.

Design & Technical Oversight Support

  • Oversee Mexico‑based technical and design inputs, ensuring alignment with program‑level engineering, constructability, operability, and lifecycle requirements.

  • Coordinate closely with Technical Design Experts and Technical Construction Experts to validate assumptions, methodologies, and execution strategies.

  • Provide timely technical inputs to feasibility studies, concept designs, and design‑development activities.

Construction & Execution Support

  • Coordinate with the Construction Lead – Mexico and construction partners to support planning, sequencing, logistics, and execution strategies.

  • Review and support budgeting exercises, contractor proposals, execution plans, method statements, and risk registers related to Mexico‑based scopes.

  • Monitor progress, risks, and interfaces for Mexico‑based construction activities and escalate issues as required.

Commercial, Schedule & Risk Management

  • Support commercial evaluations, cost estimates, and schedule development for Mexico‑based scopes.

  • Identify and manage project risks related to permitting, logistics, environmental constraints, stakeholder issues, and cross‑border execution.

  • Contribute to project reporting, forecasts, and governance updates related to Mexico activities.

Reporting & Governance

  • Provide regular status updates, risk assessments, and progress reports to the Project Director and WIFA program leadership.

  • Participate in governance meetings, coordination workshops, and executive reviews as required.

  • Ensure documentation and reporting meet Acciona and WIFA standards.

Required Skills and Competencies

  • Bachelor’s degree in Engineering, Construction Management, or a related technical discipline (advanced degree preferred).

  • Extensive experience delivering large‑scale infrastructure projects in Mexico, preferably in water, desalination, energy, or cross‑border infrastructure from planning to execution.

  • Strong understanding of Mexican regulatory, permitting, and contracting environments.

  • Proven experience coordinating multidisciplinary teams and managing complex stakeholder environments.

  • Demonstrated ability to work effectively in cross‑border project structures.

  • Fluent in Spanish and English (required).

  • Strong leadership, communication, and problem‑solving skills.
