Interfacing within the program management team made up of planning, engineering, procurement, legal, project controls, and construction teams working on various alternative delivery projects (DB, DBF, DBFM, DBFOM, CMGC). Key focus will include managing the flow of communication and accountability related to project management for the development of concept reports, technical memos, environmental documents, preliminary plans, RFQs, RFPs while coordinating with technical experts and facilitating the process of developing and recommending strategies and solutions for project challenges. As a key member of a team made of HNTB professionals, other key General Engineering Consultants, DOT client, and Developer/Contractor to manager project(s) and facilitate the advancement of concept designs leading to DBFOM agreement execution. Engage and collaborate with teams in the development and/or administration of agreements between an infrastructure owner, stakeholders, utility providers, and design and construction providers. This role project director will participate in a wide variety of meetings - client meetings, proposer meetings, design charrettes, workshops, VE workshops, and developer/contractor led meetings. In those meetings this role will typically act as a representative for the owner as part of the program or project management team.
We are looking for self-motivated individuals who can deliver stellar service to our clients through the alternative delivery process by applying expertise in support of resolving project issues, including the analysis of and application of contract provisions. Candidates should be intellectually curious and not afraid to ask questions. Customer service skills and ability to talk comfortably with executives are a must. Candidates must be detail oriented, able to multitask, and comfortable working in a fast-paced environment where things can and will change quickly.
What You'll Do:
- Develops and nurtures key client relationships and is the primary company contact on assigned projects. Communicates effectively with clients to identify needs and evaluate alternative business solutions and strategies.
- Responsible for financial performance on projects. Proactive management of cash, budget, schedule and project scope to ensure adherence to project goals and completion to the client's satisfaction.
- Sets priorities, obtains commitments, and engages required resources through collaboration with Group Directors, Department Managers and/or Section Managers to staff projects according to the project Work Plan.
- Collaborates with office and division leadership in solving challenges and ensuring business objectives are met.
- Supervises and mentors’ team to achieve overall project objectives. Where appropriate, oversees the project's Project Manager(s). Responsible for/oversees project staffing, including, but not limited to; recruitment, hiring, development, retention and succession of project staff; development of plan for project staff reporting; and support for performance and compensation reviews.
- Leads pursuits of mega projects and/or actively involved as part of the pursuit team for super mega projects. Partners with Client Service Leaders to develop long term strategies to identify and pursue additional business opportunities with key clients and with pursuit champions on efforts for mega and super mega projects in accordance with HNTB's Sophisticated Sales Approach (SSA). Works with the pursuit team and marketing resources to prepare appropriate proposal and presentation materials. Leads interview and proposal presentations to the client as well as general presentations within the industry.

What You'll Need:
- Bachelor’s degree in relevant field and 12 years of relevant experience including 4 years experience successfully managing and delivering mega and/or super mega projects
What You'll Bring:
- Serves as the primary client liaison and manages the project team to deliver the scope, schedule, and budgets to completion and to the client’s satisfaction.
- Assists with client project scoping and contract negotiations as needed
- Preparation of project reports, memorandums, presentations, reports summarizing brainstorming, and project correspondence including letters, agendas, and meeting minutes.
- Monitor Quality Control / Quality Assurance Program for Pre-Construction Activities, specifically in the space of Comprehensive Development Agreement.
- Participate in meetings with DOT, General Engineering Consultants, and Developer/Contractor, and may be required to facilitate such meetings
- Coordinate with other agencies and entities as required, including Federal Highway Administration (FHWA), and local governments.
- Develop Procurement/delivery methodology Recommendations
- Prepare white papers on various topics as requested by DOT.
- Review and provide comments on project concept and preliminary designs, project baseline schedules, schedule updates, and cost estimates.
- Facilitate Risk Management Workshops.
- Be a key participant in the development of Critical Path Method (CPM) scheduling and perform reviews of CPM schedule and monthly schedule updates.
- Develop and support the establishment of project guidelines and strategies for the finalization and issuance of draft and final versions of Request for Qualifications (RFQ), Request for Proposal (RFP), and associated addendums
- Develop specifications and contract documents, develop design-build Request for Proposals (RFP), addendums, and as requested by the DOT, assist with the technical proposal evaluation process procurement documents for projects based on best industry practice and established guidelines.
- Develop and support procurement and contract documents as needed.
- Support the procurement process and award for projects.
- Support project communications, outreach, education, and public relations, and customer service.
- Participate in the review of Bridge/Roadway documents developed by others.
- Coordinate with project environmental support staff
- Coordinate with project utility coordination support staff, DOT & utility agencies
- Coordinate with project traffic support staff
- Coordinate and collaborate with all subject matter experts and solicit needed feedback
- Support development of parcel acquisition strategy.
- Performs other duties as assigned.
What We Prefer:
- Master’s degree
- Over 20 years of relevant horizontal infrastructure experience in the alternative delivery space (DB/DBF/DBFOM)
- Professional Engineer (PE) certification
- Project Management Professional (PMP)
- DBIA affiliations
