Project Coordinator – Income Qualified Residential Programs 

Location: Greater Toronto Area and surrounding areas, Ontario

ICF is seeking a Project Coordinator to support the delivery of income‑qualified residential energy efficiency programs serving single‑family and multi‑family building types. This role plays a critical part in ensuring high‑quality, on‑time, and compliant program delivery in collaboration with utility clients, internal delivery teams, and external partners.

Reporting to a Program Manager, the Project Coordinator serves as the primary delivery lead for day‑to‑day program execution, coordinating ICF’s cross‑functional responsibilities including IT systems, marketing and outreach, trade ally engagement, application processing, quality assurance/quality control (QA/QC), and reporting. This is a client‑facing, intermediate‑level position suited to professionals who bring strong organizational skills, sound judgment, and experience supporting residential or income‑qualified program delivery.

What you will be doing: 

  • Coordinate day‑to‑day delivery of income‑qualified residential energy efficiency programs, supporting both single‑family and multi‑family offerings

  • Act as the primary point of coordination across internal delivery functions, including:

    • IT and program systems support
    • Marketing and customer outreach teams
    • Trade ally and contractor management
    • Application processing and customer support leads
    • QA/QC activities
    • Program reporting and data tracking
  • Support the Program Manager in executing program plans, delivering against scope, schedules, and performance metrics

  • Track milestones, risks, and dependencies across workstreams; escalate issues and recommend corrective actions as needed

  • Participate in client meetings, prepare materials, and support program status updates, reporting, and deliverables

  • Coordinate development and maintenance of program documentation, procedures, and tracking tools

  • Support implementation of process improvements related to customer experience, vendor management, data quality, and program efficiency

  • Collaborate with finance and reporting teams to track program activity, budgets, and key performance indicators

  • Ensure program delivery aligns with contractual requirements, client expectations, equity objectives, and applicable regulatory or utility guidelines

  • Contribute to a collaborative, solutions‑oriented team environment while managing multiple priorities in a fast‑paced setting

  • Take a data‑driven approach to management and decision‑making

 

What we need you to have (minimum qualifications): 

  • Bachelor’s degree in a relevant field (e.g., business administration, environmental studies, engineering, public policy, or related discipline), or equivalent combination of education and experience 

  • 4+ years of progressive experience supporting program delivery, project coordination, or operations in a related field 

What we would like you to have: 

  • Experience coordinating cross‑functional teams and managing multiple workstreams simultaneously

  • Experience supporting residential, income‑qualified, or utility‑funded programs

  • Strong organizational, time‑management, and problem‑solving skills

  • Excellent written and verbal communication skills, including experience preparing client‑facing materials

  • Proficiency with standard business tools (e.g., Microsoft Office applications, SharePoint, collaboration platforms)

  • Ability to work independently while escalating issues appropriately and supporting team goals

  • Experience working on income‑qualified or equity‑focused residential energy efficiency programs

  • Familiarity with utility‑administered or province‑/state‑regulated DSM programs

  • Experience coordinating trade allies, contractors, or third‑party vendors

  • Exposure to program tracking systems, CRM, or application processing platforms

  • Experience supporting QC/QA processes, reporting, or data validation

  • Comfort working in a client‑facing environment with public‑sector or utility stakeholders

  • Experience supporting both single‑family and multi‑family residential program offerings

  • Experience using data to forecast accurately and inform decision making

  • Comfort working with AI tools
