Position Summary
The Project Controls Engineer (PCE) is a key member of Samsung’s Facilities Services team responsible for ensuring that complex construction and facilities projects are delivered on time, on budget, and to the highest quality standards. The PCE develops, maintains, and reports on project schedules, budgets, and performance metrics using advanced project‑management software (primarily Primavera P6, MS Project, and EVM tools). They work closely with engineering, procurement, contract management, and field teams to monitor progress, analyze variances, identify risks, and recommend corrective actions. This role demands expert analytical, communication, and problem‑solving skills, along with deep proficiency in project controls processes and tools.Role and Responsibilities
Responsibilities:
Designs long‑term program schedules that align with Samsung’s strategic objectives across multiple facilities projects.
Anticipates, quantifies, and mitigates schedule and cost risks; develops robust recovery plans.
Converts complex data into actionable insights and clear, concise status reports for executives and stakeholders.
Provides subject‑matter expertise to project managers and field teams, fostering best‑practice adoption across the organization.
Sets standards, defines procedures, and authorizes changes for special or new assignments without direct supervision.
Identifies and champions opportunities for process improvement within facilities management and project delivery.
Core Job Functions
Create, maintain, and update baseline and real‑time schedules in Primavera P6 for all active facilities projects.
Perform critical‑path analysis, fast‑track and crash techniques, and derive project performance metrics (SPI, CPI, schedule compression).
Track progress against the baseline, update percent complete, and produce schedule variance reports.
Establish cost baselines, labor/overhead/contingency breakdowns, and track all direct/indirect costs.
Conduct regular cost reconciliation against budget, forecast future expenditures, and produce variance reports (Δ, %, and $).
Support contract management by generating contract modification requests related to cost changes.
Execute earned value management (EVM) and compute performance indices for all funded phases.
Produce monthly, quarterly, and at‑milestone status reports and dashboards for senior leadership.
Conduct risk assessments, quantify impact on schedule and cost, and develop risk response strategies.
Maintain an issue register, track resolution status, and surface escalation items to stakeholders.
Liaise with engineering, procurement, safety, and construction vendors to resolve schedule‐budget trade‑offs.
Provide project‑controls expertise during kick‑offs, change‑order reviews, and closing‑out processes.
Prepare and deliver presentations to project steering committees and executive briefings.
Identify process gaps in project control workflows and recommend tools/techniques for performance improvement.
Contribute to developing and maintaining project‑controls templates, SOPs, and knowledge base for Facilities Services.
Ensure all cost and schedule data comply with Samsung’s internal controls and external regulatory requirements (e.g., OSHA, ISO 9001).
Maintain confidentiality of sensitive project data and support audit teams as needed.
Coach and mentor junior controls analysts and project team members on schedule, cost, and EVM concepts.
Lead cross-functional workshops to disseminate best‑practice project‑control methods.
Skills and Qualifications
Education, Training, Credentials, and Experience:
Bachelor’s degree in Construction Management, Engineering, Project Management, or a related discipline.
5+ years of hands‑on experience in construction scheduling, cost control, and earned‑value analysis; prior exposure to large‑scale facilities or manufacturing equipment projects is preferred.
Mandatory Knowledge, Skills, and Competencies:
Primavera P6 (advanced scheduling, baseline management, reporting).
Advanced Excel (macros, dashboards, pivot tables).
MS Project, PowerPoint, and Word – expert level.
Earned Value Management (EVM) theory & practice.
Cost estimation, budgeting, and variance analysis.
Risk & issue tracking methodologies.

Ability to dissect complex data sets, identify trends, and propose data‑driven solutions.
Clear, concise presentation and report writing for technical and executive audiences.
Strong verbal communication for cross‑functional collaboration.

Exceptional prioritization, organization, and multitasking capabilities.
Self‑starter capable of working with minimal supervision.

The current base salary range for this role is between $70,480 - $179,090. Individual base pay rates will depend on factors including duties, work location, education, skills, qualifications and experience. Total compensation for this position will include a competitive benefits package and may include participation in company incentive compensation programs, which are based on factors to include organizational and individual performance.
