Job Description:
Parsons are seeking a highly experienced Project Controls Director to lead the planning, scheduling, cost management, risk control, and reporting functions for a major airfield and airport development program. This role provides overall leadership for project controls teams, ensuring full integration of schedule, cost, commercial, and risk data to support successful project delivery.
The ideal candidate will bring 25 years of expertise in project controls across large-scale infrastructure, aviation, or mega-project environments, with strong analytical, managerial, and strategic planning capabilities.
What You'll Be Doing;
- Develop and implement the Project Controls Management Plan covering schedule, cost, change, risk, and reporting frameworks.
- Establish project control systems, procedures, tools, and governance aligned with program delivery requirements.
- Lead multidisciplinary project controls teams including planners, cost managers, estimators, risk analysts, and document controllers.
- Ensure full integration of project controls activities with engineering, procurement, construction, and commercial functions.
- Direct the preparation, review, and baseline approval of Level 1–4 schedules for all airfield and airport project elements.
- Monitor progress, perform schedule health checks, and implement critical path analysis, delay assessments, and forecasting.
- Identify early warning signs of schedule slippage and recommend recovery strategies.
- Ensure alignment of contractor schedules with the master program and airport operational constraints.
- Oversee development of the project cost breakdown structure (CBS), budgets, and cost loading for schedule integration.
- Lead cost control, cash flow forecasting, earned value management (EVM), and financial performance analysis.
- Manage cost reporting, budget variances, and trend analysis to ensure financial predictability.
- Support commercial teams on claims evaluation, variations, and change negotiations.
- Implement robust change control procedures ensuring accurate assessment of scope impacts on cost and schedule.
- Lead the risk management process including risk registers, risk workshops, probability-impact analysis, and mitigation planning.
- Provide executive-level insight on major risks and opportunities influencing project outcomes.
- Coordinate with delivery teams to track and close risk actions effectively.
- Develop and maintain consolidated project dashboards, performance reports, KPIs, and executive management updates.
- Ensure data accuracy and integrity across cost, schedule, risk, and procurement systems.
- Support internal and external audits, ensuring compliance with program governance, contractual requirements, and industry standards.
- Present project performance to senior leadership, stakeholders, and authorities.
- Liaise with contractors, consultants, and client teams to ensure alignment of project controls processes and deliverables.
- Lead project controls interface meetings, technical workshops, and reporting cycles.
- Assist in resolving disputes, validating contractor claims, and verifying entitlement through data-driven analysis.
- Support project directors and delivery managers with strategic decision-making.
What Required Skills You'll Bring;
- Bachelor’s degree in Engineering, Construction Management, Project Management, or related discipline.
- Minimum 25 years of experience in project controls across major infrastructure, aviation, or mega-development programs.
- Significant experience in airfield, airport, or transportation mega-project environments.
- Proven leadership of large project controls teams on multi-billion-dollar programs.
- Deep understanding of planning, cost management, risk analysis, and performance measurement systems.
- Expertise in Primavera P6, Cost Management Systems, EVM tools, and data analytics platforms.
- Strong commercial awareness with ability to support claims, variations, and contract negotiations.
- Excellent analytical, communication, reporting, and stakeholder engagement skills.
- Ability to drive team performance and maintain high standards of project controls governance.
- Professional certifications such as PMP, PMI-SP, CCP (AACE), or MRICS.
- Experience working on airport/airfield programs with complex phasing and operational interfaces.
- Knowledge of BIM-integrated project controls systems and digital twin environments.
- Familiarity with Aconex, Primavera Unifier, EcoSys, or similar project management systems.
- Fluency in Arabic is a plus.
