The role:

You’ll work in a matrix organisation and report operationally through OMNIA Training and functionally through the Raytheon UK Programme Management team. Ultimately, you’ll work for the British Army, championing innovation, and helping shape the future of military training.

The Programme Documentation Manager is responsible for the governance, creation, control, assurance, and continuous improvement of all programme and service documentation across the OMNIA Strategic Training Partnership (STP). This role ensures that documentation is accurate, timely, compliant with contract schedules, and aligned with the processes defined in the Integrated Programme Management Plan (IPMP). The postholder enables decision-making across ACTS governance forums by ensuring information is complete, assured, and accessible.

This role is central to enabling high-quality reporting, programme assurance, and knowledge continuity ACTS services.

Key Responsibilities:

Documentation Governance & Control

  • Maintain the document hierarchy in alignment with the IPMP and Contract schedules.
  • Own the document control process, including version control, approvals, publication, and archival.

Supporting ACTS Governance:

  • Coordinate and quality-assure documentation inputs for:
    • ACTS Strategic Leadership Board
    • Senior Executive Board
    • Business Management Board
    • Training Pathway Steering Group
    • System Performance Board
  • Ensure board papers, inputs, packs, minutes, and artefacts are produced to required quality and timelines (e.g., 48-hour agenda rule, 7-working-day minutes rule).
  • Support the PMO team in collation, drafting, and dissemination of materials.

Programme and Change Documentation

  • Support the PM team in the management of the documentation lifecycle for planned and unplanned change.
  • Maintain the repository for programme documentation including Change Control Board (CCB) outputs, Impact Assessments, Business Cases, and ATPs.

Quality Assurance & Compliance

  • Coordinate assurance evidence for the Governance and Reporting and services.
  • Ensure all documentation supports auditability under ISO 9001, ISO 44001 and OMNIA QMS.
  • Support readiness for internal, Authority, and third‑party audits.

Stakeholder Collaboration & Communication

  • Act as super-user and custodian for documentation systems including:
    • M365 (SharePoint Online, Teams, OneDrive)
    • ARM (Active Risk Manager) for RAIDO inputs
    • MS Project for IMS documentation consistency
    • Power BI/Power Apps for reporting artefacts
  • Ensure documentation aligns with data from systems of record

Key Outputs:

  • Document Register aligned to contractual and organisational structures
  • Assured documentation to support all ACTS governance boards
  • Controlled versions of plans, processes, reports, minutes, baselines and change logs
  • Programme artefacts documented, versioned and traceable
  • High-quality inputs to dashboards, reporting packs, and programme reviews

Essential Skills:

  • Experience managing documentation in a structured programme environment (Defence preferred).
  • Excellent understanding of governance, assurance, and audit processes and requirements.
  • Proficiency in M365 toolset (SharePoint, Teams, version control).
  • Exceptional writing, editing, and information‑structuring skills.
  • Highly organised with exceptional attention to detail.
  • Strong stakeholder engagement and interpersonal skills.
  • Proactive, self-driven and able to anticipate documentation needs.
  • Values-driven and aligned with OMNIA/Army collaborative behaviours.

Experience:

  • Relevant years’ experience in:
  • PMO Documentation management
  • Governance support
  • Assurance or compliance roles
  • Experience supporting:
  • Senior programme boards
  • High-tempo, multi-stakeholder environments
  • Contractual documentation (ideally MOD)

Desirable Qualifications and Experience:

  • Experience with large Defence transformation programmes.
  • Knowledge of ISO 44001 (collaborative working) and ISO 9001.
  • Experience supporting high-level governance boards.
  • Security clearance to appropriate MOD levels (or eligibility).
