Job Summary: This vacancy is for a GS-0301-13, Program Support Specialist located in the Department of Homeland Security, U.S. Coast Guard, OFFICE OF CIVILIAN STRATEGIC PLANNING AND APPLICATIONS in WASHINGTON, District of Columbia.

Major Duties:

  • You will serve as a Program Support Specialist and be responsible for managing and administering contracts, budget, travel and training activities for the Human Resources organization of Civilian Personnel Management Division. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Serving as a Contract Officer's Representative (COR) performing pre-award and post-award functions on a variety of contract types to evaluate quotes, bids and proposals for compliance, cost and regulatory requirements.. Analyzing and evaluating contractor price and cost proposal for new procurement, contract modifications, and price redeterminations. Supporting the development and monitoring of annual budget spending plans for program administrative expenses. Ensuring accurate tracking, and allocation of funds align with management priorities. Preparing expenditure projections for the budget year to advise management on funding statuses. Establishing and maintaining working relationships with executives, activity leadership and representatives from internal and external agencies to collaborate to support organizational objectives. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. Employee must be able to acquire and maintain a COR Level III certification within one year of hire, and must remain compliant for all necessary recertification and training requirements. Qualifications: To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular and recurring basis. Serving as a Contract Officer's Representative (COR) by performing comprehensive pre-award and post award contracting functions. Producing budget formulation and execution to ensure proper alignment of organizational funds. Conducting program an financial analysis by validating data, preparing projection and presenting findings for managerial decision- making. Preparing procurement documentation ensuring that in maintains compliance with agency policies.
