Axle is seeking a Program Policy Expert to join our vibrant team at the National Institutes of Health (NIH) supporting the Office of the Director (OD) located in Bethesda, MD.

Overall Position Summary and Objectives

Provide high-level expertise in support of NIH prioritization of human-based research and efforts to reduce/replace the use of animals in biomedical research, drug development, and regulatory testing. Bridge policy development, analysis, and implementation; anticipate scientific/regulatory challenges and strategies; develop long-term plans; identify infrastructure needs; and support internal and external community-building activities to accelerate a transition toward human-relevant, non-animal methods. Work with intramural and extramural stakeholders, regulatory scientists, and the broader research community to identify barriers, develop solutions, and advance innovative technologies to modernize science and improve public health outcomes.

Work Details:

 

  • Provide subject matter expertise on special cross-cutting and ad hoc projects, attend special regional, annual and ad hoc meetings and participate on working groups. - 1
  • Build and support effective communication strategies for the Division and public presentations of the program and its constituent activities. - 2
  • Prepare progress reports, summaries, descriptions, and other materials to communicate with internal and external stakeholders. - 3
  • Develop summaries of project status and performance for review with upper management. - 4
  • Stay abreast of related projects to identify opportunities to improve and accelerate progress. - 5
  • Develops project management documentation.
  • Recommend and support routine project management meetings, updates and prepare a variety of status reports and dashboards.
  • Monitors and reports progress to project owners.
  • Conduct project-related activities, including developing needed materials, power-point presentations, arranging discussions, and facilitating interactions.
  • Coordinate, track and complete action items and report progress to project owners.
  • Conducts project analysis and reports to upper management.

     

  • Present project updates and status reports at recurrent staff and management meetings.
  • Develops and tracks project budgets.
  • Assist project owners manage financial aspects of project to include monitoring budget, projecting future spending and completing appropriate financial requests and accounting documentation.
  • Researches project management best practices and new industry standards.

     

  • Provides subject matter expertise and support to other project managers.
  • Identify and recommend approaches to improving the management of priority projects.
  • Develops overarching program and project management standards to ensure consistency and quality.
  • Coordinate with other programs to share best practices and consolidate approaches to increase project management efficiency and effectiveness.
  • Reviews and evaluates project management documentation.
  • Provide project management expertise to ensure project owners submit the highest quality project documentation and plans.
  • Reviews and evaluates progress to project owners.
  • Review, evaluate and provide recommendations for improvement of project tracking and progress reporting.
  • Reviews and evaluates project budgets.
  • Evaluate and implement improvements to processes for establishing project budgets and predicting future spending.
  • Acts as a liaison with other agencies and organizations when necessary for project completion.
  • Coordinate, conduct, and participate in important off-site activities and discussions, relevant to project management activities and 

    goals.

This role has a market-competitive salary with an anticipated base compensation range listed below. Actual salaries will vary depending on a candidate’s experience, qualifications, skills, and location.
