Collins Mission Systems Resilient Connectivity Products (RCP) is seeking a Program Manager to support a Strategic Communications (SC) obsolescence refresh qualification program and follow-on Production procurement. This Program Manager will be responsible for supporting program execution and proposal activities and is an excellent opportunity for the candidate to gain significant program management experience

The RCP-SC Deputy Program Manager must determine priorities, interpret and apply company policies, ensure risk mitigation activities are successfully managed and establish and execute long-term strategic goals. This role requires a leader with a strong command of PM best practices to enhance program execution. The leader will be expected to perform independently leveraging executive leadership presence, confidently lead across complex cross functional teams, foster a culture of accountability and execution excellence and be a role model of RTX values and leadership behaviors.

The RCP-SC Deputy Program Manager will support and execute the strategy, vision and tactical direction and meets contractual commitments and company expectations as set forth by the senior program manager and portfolio manager. This role is responsible for downward communication of top-level project goals, objectives and decisions and upward communication of program performance to senior management.

The role is on-site, based out of either Largo, FL or Marlborough, MA, and you can expect up to 10% travel domestically.

What You Will Do

  • Lead all aspects of program cost, schedule, and technical execution to drive predictable performance and meet contractual commitments of assigned programs.
  • Utilize Earned Value Management to track program performance and recommend appropriate adjustments as needed.
  • Deliver projects on time and on schedule through leadership of cross matrixed teams through empowerment, communication, setting expectations, and team building.
  • Act as empowered authority to accomplish objectives with support from the program manager and product area director
  • Drive tactical execution while meeting strategic objectives.
  • Support the establishment and maintenance of key programmatic metrics, define milestones, critical path and monitor adherence to program budgets and schedules.
  • Support the development and tracking of the program Annual Operating Plan (AOP) and long-term financial outlook and commit to specific financial goals and obligations.
  • Lead the collaboration necessary across functional groups, broader RTX organizations and subcontractors to ensure program success. Ensure that functional resources, tools, and processes are utilized in a consistent way.
  • Support and direct new business capture and proposal activities.

Qualifications You Must Have:

  • Typically requires a University Degree and a minimum 8 years prior relevant experience in government, defense, aerospace or related industry or an Advanced Degree in a related field and minimum 5 years of experience.
  • Experience managing a cross discipline Integrated Product Team (IPT)
  • Working knowledge of EVMS (Earned Value Management Systems), various Earned Value (EV) techniques and Cost Account Manager (CAM) experience
  • Demonstrated understanding of the Estimate at Complete (EAC) process
  • Experience with Government contracting requirements
  • Active and transferable U.S. government issued Secret clearance is required prior to start date with ability to obtain Top Secret security clearance once on the Program.
  • Strong communication skills and experience presenting to customers and leadership.
  • Ability to travel domestically for customers, company and program-related activities (up to 10%)

Qualifications We Prefer:

  • Proven expertise in financial planning and execution, including EVMS, EACs, R&O Management, and proficiency with Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) and cost/schedule integration
  • RTX Program Manager Level 5 Certification or higher or the ability to obtain within 9 months of hire
  • Experience in developing and reviewing program artifacts such as resource plans, basis of estimates (BOEs), master schedules, work breakdown structures, and contract deliverables (CDRLs).
  • Understanding of the application and execution of RTX Lifecycle Program Management (RLPM) framework or similar business processes and experience with Program Gate Reviews conducted throughout the lifecycle from Proposal through Close-Out
  • RTX CORE Certified
  • Experience with US DoD acquisition process.
  • EX/IM Knowledge

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
