Job Summary: This position is part of the Defense Threat Reduction Agency.

Major Duties:

  • As a PROGRAM MANAGER (INTERNATIONAL PROGRAMS) at the GS-0340-14 some of your typical work assignments may include: Lead the assessment, planning, development, and execution of complex, multi-million dollar international security cooperation and non-proliferation programs. You will be directly responsible for managing the cost, schedule, and technical performance of these programs from initiation through closeout, ensuring alignment with strategic objectives and national policy. Serve as the primary authority on program acquisition and contract management. This includes developing acquisition strategies, defining technical requirements, and acting as the Contracting Officer's Representative (COR), providing rigorous oversight of contractor performance to ensure all contractual obligations and program goals are met. Represent the organization and lead engagements with a diverse range of high-level stakeholders. This includes negotiating with foreign government officials, liaising with U.S. interagency partners, and coordinating with Combatant Commands (CCMDs) to build consensus, deconflict activities, and ensure seamless program integration. Provide expert analysis and strategic advice to senior leadership on program effectiveness, resource allocation, and long-range planning. You will be responsible for assessing the impact of geopolitical events and policy changes on program objectives and proactively recommending courses of action to maintain strategic relevance and success.

Qualifications: You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Supporting evaluation/selection for selection of contracts or task orders Managing projects (cost, schedule, and performance) Serving as a Contracting Officer's Representative (COR) Serving in a lead role for project teams Developing effective working relationships with DoD, interagency, and international partners; Conducting meetings overseas with senior foreign officials for technical discussions on new or ongoing projects (Experience must be clearly demonstrated in your resume) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
