Job Summary: The incumbent serves as the Manager of the FAA Logistics Center (FAALC) Business Systems Group Revenue Team. This is a leadership position within the FAA Logistics Center that is designed to ensure the highest quality products and services are provided to Logistics Center customers throughout the FAA and worldwide.

Major Duties:

  • Directs the work of subordinate employees for more than one organizational unit/project/program within a major subdivision. Work includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. Managerial duties affect employees and managers in more than one organizational unit/project/program, and include planning; communicating the organization's vision and objectives; managing staffing to include selections and promotions; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions, as appropriate and the resolution of grievances. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Actively tracks labor and material costs for assigned operations within their work centers. Performs analyses and takes corrective actions when costs deviate from forecasted business plans. Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Manages a variety of support processes. Provides oversight on various projects at the same time; plans, organizes, prioritizes and carries out workload with diverse and competing priorities. Makes recommendations based on emerging industry trends and internal business process changes. Manages, coordinates and provides technical program management support and advice for multiple projects, programs and initiatives. Facilitates cross-organizational team efforts to develop plans to further Agency and Departmental strategies and serves as a representative or an advocate for the service unit workforce. Clearly communicates objectives and deadlines and apprises leadership of status of assigned projects. In coordination with the BSG Manager, provides financial management; resource and capital utilization, justification and allocation; and employee programs management. In addition, the incumbent is responsible for introducing private sector financial management techniques and perspectives into the FAALC operations. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Fosters a culture of Continuous Process Improvement through the routine application of Lean principles and Constraints Management techniques. Constantly identifies and looks to eliminate waste within their work center and cross-functional processes affecting operations throughout the organization. Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. In some areas, may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Has authority to make commitments for subordinate organizational units, within guidelines. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. May perform other duties as assigned.

Qualifications: To qualify for this position at the FV-J (FG/GS-14) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the next lower level, FV-I (FG/GS-13). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized Experience: Experience in Managerial Accounting for a franchise fund, revolving fund, or working capital fund activity. AND Quality Ranking Factor (QRF): It was determined that a Well Qualified candidate will demonstrate the ability to develop and execute an annual operating budget and pricing for a franchise fund, revolving fund, or working capital fund in association with supply chain inventory, Maintenance Repair and Overhaul (MRO), and services labor rates to ensure full cost recovery of operations.
