Job Summary: You will serve as a PROGRAM MANAGER in the Machinery Programs & Platforms Department of the In-Service Amphibious Ships & Surface Ship Integration Branch of NSWC PHILA DIV.

Major Duties:

  • You will oversee Voyage Data Recorder (VDR) tasking, to include high visibility efforts, and provide oversight to develop project scopes and Task Planning Sheets, schedules, risks, financial planning and estimating, and resource planning.
  • You will be responsible for interfacing with stakeholders, serving as the primary programmatic lead for managed systems, and providing relevant analysis and integration with other community stakeholders.
  • You will be responsible for developing and managing metrics to include cost, schedule and performance which account for planned and accomplished tasking throughout current and future years.
  • You will consolidate all metrics into periodic reports and briefs and present those reports to stakeholders.
  • You will advise on financial and resource management by reviewing program funding requested and allocated against existing and future resources.
  • You will be responsible for managing workload and resourcing to budget allocations and adapting to budget changes.
  • You will conduct stakeholder management, customer advocacy, and foster organizational relationships.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (GS-12) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Coordinating or conducting program evaluation functions for a shipboard hull, mechanical, or electrical program. Examples of specialized experience may include: planning, monitoring, or overseeing HM&E program objectives to ensure compliance, execution, or integration of processes and systems; evaluating HM&E program metrics or accomplishments; conducting HM&E strategic program planning; tracking HM&E costs, schedules, and program performance.
