Job Summary: You will serve as the Integrated Product Lead (IPL) for the Threat Simulations Project Office (TSPO) in the Mobile & Integrated Threat Division, Threat Target Systems Department of NAVAIRWARCENWPNDIV CHINA LAKE.

Major Duties:

  • You will manage all business operations for the project office and serve as the primary liaison to program sponsors and high-level stakeholders.
  • You will be the primary project manager for a large-scale, multi-year security initiative and manage a diverse portfolio of related projects.
  • You will hold final decision authority for project funding and resource allocation for both internal teams and external contractors.
  • You will conduct cost-benefit analyses to inform strategic make-or-buy decisions for system development and integration.
  • You will direct and mentor a multi-disciplinary team of engineers, analysts, and financial managers to ensure overall program compliance.

Qualifications: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band (DA-05) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Directing the complete lifecycle of threat simulator systems by creating strategic plans, managing large-scale budgets, and defining long-range schedules; 2) Providing executive leadership as the lead expert on adversarial threat systems to guide diverse teams and coordinate with national-level intelligence agencies; 3) Developing integration strategies for threat simulations across multiple test facilities based on expert knowledge of range infrastructure and procedures; and 4) Directing contractor performance and providing strategic oversight by guiding the development of complex work agreements and ensuring technical work aligns with program goals.
