Major Duties:

  • Responsible for the overall management of the assigned program by supervising teams of Program and Project Managers (PM's).
  • Supervise and direct Branch employees in their management of various projects through the control of the project parameters of cost, budget, schedule, scope and quality.
  • Provide leadership in establishing and maintaining effective and efficient management processes.
  • Serve as the authoritative source to Program and Project Managers for decisions and guidance dealing with conflicts, compromises and changes to the projects.
  • Ensure that Program and Project Managers negotiate, prepare and process project budgets for final approval.
  • Direct Program and Project Managers in preparation of the Project Management Plans (PMP's).
  • Represent the District at meetings, briefings, conferences, hearings, etc. with all outside officials on matters related to proposed or approved projects.
  • Resolve controversies among District elements, other Corps offices, Federal agencies, and customers.
  • Ensure that customers are informed of the status of work and funds.
  • Plan and coordinate the work of the Branch.
  • Approve budgetary estimates and justification to obtain Branch fiscal resources.

Specialized Experience: One year of specialized experience which includes 1) serving as a program manager or senior project manager on design and/or construction projects; 2) managing program or project budgets; and 3) supervising or leading teams of employees and programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
