Job Summary: This is a National Guard Title 32 Excepted Service Position. This is a Permanent GS-0340-15 PROGRAM MANAGER (AIR COMMANDER PILOT NAVIGATOR) (TITLE 32), Position Description Number D0338P01 and is part of the MO 139th Airlift Wing.This is a non-bargaining unit position. Major Duties:
Qualifications: MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Air National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum and Minimum Military Grade - Col (O-6) GENERAL EXPERIENCE: Must possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations; supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques; and experience using computer and automation systems. GS-15 SPECIALIZED EXPERIENCE: Do you possess at least one year of specialized experience equivalent to at least the GS 14 grade level that demonstrates your ability to plan, organize, direct, control, analyze, supervise and manage a variety of USAF/ANG flying and non-flying activities such as aircraft operations, aircraft maintenance, safety, logistics, supply, budget requirements. The specialized experience must also indicate your ability to provide leadership and management of the flying/training unit(s), to provide manpower, equipment, and training in peacetime, in preparation to perform the wartime mission; perform long and short range planning and execution of unit programs, and provide a focus for unit functions and activities; ensure goals coincide with national and state military strategies and local limitations considering factors such as current and future mission needs, political climate, environmental concerns, area demographics, and airfield and airspace operating conditions. Must be a pilot or navigator on flying status; and capable of meeting gaining command requirements for C-130 aircraft.
