Job Summary: This position may be filled using Direct Hire Authority: Z5CAV/Direct-Hire Authority (Certain DoD Personnel) PL 118-31, Sec 125OB (i)(2), 12/22/2023. This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated August 12,2024. This position is part of the Defense Threat Reduction Agency.
Major Duties:
- As a PROGRAM MANAGER (ACQUISITION) at the GS-0340-13 some of your typical work assignments may include: Evaluates existing internal processes and procedures and prepares proposed findings and recommendations for improvement to administrative systems, legislation and regulations. Uses quantitative analytical methods to evaluate programmatic data and to identify and analyze program or policy issues. Identifies data requirements needed for effective program evaluations; monitors program trends through analyses of statistical data; designs statistically valid survey questionnaires and data analysis techniques. Through the use of statistical analyses and participation in on-site surveys, conducts comparative studies of offices and programs to ascertain relative levels of efficiency, quality of customer services and most efficient and cost-effective methods of performing business. Works closely with Department personnel, and DTRA contracting and finance regarding the development of long- and short-term acquisition plans and on establishing procurement milestones and schedules. Assist with budget execution; participates in efforts for processing of procurement documentation for contracts, simplified acquisitions, and inter-agency acquisitions, to include purchase requests, acquisition strategy plans, independent government cost estimates, and justifications. Provides interpretation to managers regarding the regulations, policies, and procedures to include the Federal Acquisition Regulations (FAR), the DoD FAR Supplement. Reviews DTRA's IT investment portfolio to ensure financial objectives are being met. Ensures requirements are managed, objectives and appropriate performance and service-level metrics are defined for IT programs and projects with Agency-wide impact. As the Agency's recognized subject matter expert for acquisition and management of IT, duties encompass; oversees the preparation of projects, implementation, and funding plans for assigned programs/projects; successfully deploys and maintains standardized system solution(s) to improve overall business management and compliance with Department of Defense (DoD) requirements; provides direct support for and oversees acquisitions that use IT, including National Security Systems; applies IT-related laws, policies, directives and provides IT-related guidance throughout the total acquisition life-cycle. Serves as SME in the acquisition process including development, test and evaluation, contracting, production, and financial management. Reviews and prepares authoritative input to the Planning, Programming, and Budgeting Execution (PPBE) process. Reviews Statements of Work (SOWs), Procurement Requests (PRs), Military Interdepartmental Purchase Requests (MIPRs), and Interagency Cost Reimbursable Orders (IACROs). Monitors all MIPR, and IACRO activities to ensure that products and services acquired by the program are consistent with requirements and ensures that all goods and services are delivered on time, in good condition, and within budget. Reviews/evaluates program proposals and acquisition strategy and provides authoritative analyses, reports, and recommendations in the form of memoranda and briefings for Directorate, Agency, and DoD related requests for information on assigned programs. Reviews and evaluates projects for adequacy, ensures compliance with contracts and recommends program changes or restructuring. Researches, collects supporting documentation, and coordinates with financial management and contracting teams to resolve aged unliquidated obligations (ULO) in support of Dormant Accounts Review Quarterly (DAR-Q) and audit taskings. Collects supporting documentation to validate Program Manager Receipt, Inspection and Acceptance (RI&A) of goods and services, in support of audit tasking, to ensure adherence to programmatic and fiscal plans. Maintains liaison with appropriate offices and individuals and routinely contacts various offices within OSD, the CCMDs, and the Military Services to inform them of significant milestones, program changes and other substantive events. Provides justification for the technical and fiscal integrity of the proposed program plan and prepares appropriate briefings or correspondence to DTRA leadership, high-ranking officials within OSD and ensures the accomplishment of program goals and objectives (meeting or exceeding cost, schedule and performance parameters). Performs risk assessment and management, quality assurance, and information assurance of programs and systems.
Qualifications: You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service, military or private sector as listed below: Executing Planning, Programming, and Budgeting Execution (PPBE) processes to allocate resources effectively across multiple programs. Managing customer requirements related to Purchase Requests (PRs), Military Interdepartmental Purchase Requests (MIPRs), and Interagency Cost Reimbursable Orders (IACROs) critical to the execution of DoD mission-essential functions in any operating environment or condition. Developing programming documentation from approved requirements/Director's Planning Guidance (DPG) and Program Objective Memorandum (POM) inputs for POM cycles. Assisted in supporting Budget Estimate Submission (BES/President's Budget (PB) tasks. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
