Northrop Grumman’s Aeronautics Systems sector is seeking a Program Manager 3 - Labs to join the Labs IPT to oversee the Lab Standup (design, procurement, fabrication, integration, and operations).  This position will be located in Melbourne, FL.

This position is 100% on-site.

The position will follow our 9/80 schedule and allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.  

Primary responsibilities will include but are not limited to: 

  • Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule, technical performance and quality objectives
  • Cultivating customer relationships and intimacy to develop further opportunities within the customer community
  • Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
  • Measuring and reporting program performance
  • Delivering presentations to customers, executive management and other program stakeholders
  • Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test
  • Creation, review, and finalization of the program Statement of Work
  • Identification, distribution, tracking, and completion of program requirements
  • Identifying, allocating, and managing program resources, including workforce planning 
  • Establish milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications  
  • Establishment and management of the program and subordinate baselines
  • Develop and ensure adherence to budget baselines including conduct of Earned Value Management (EVM) methodologies and tools, when required 
  • Act as a customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance 
  • Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract  
  • Ensure adherence to all internal processes, policies, and applicable industry standards 
  • Managing Government/customer supplied property or information (GFE, CFE, etc.)
  • Adherence to all internal processes, policies, and applicable industry standards 
  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization
  • Ensuring program team understands and adheres to contract scope, and manages change through control board activities   
  • Excellent communication skills and ability to effectively interact with the customer and program management 

Basic Qualifications:  

  • Bachelors degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below
  • Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions
  • Your ability to transfer and maintain the final adjudicated U.S. government Secret clearance (must be in-scope or enrolled in Continuous Evaluation), and any program access(es) required for the position within a reasonable period of time, as determined by the Company 
  • Experience using program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Risk and Opportunity Management
  • Demonstrated success leading teams/and or organizations to achieve a common goal 
  • Demonstrated ability to develop and maintain strong internal and external customer relationships 
  • Demonstrated collaboration, communication, and team building skills 
  • 3 years’ experience in Project Management or Program Management related role 
  • Prior CAM experience 

Preferred Qualifications: 

  • Final adjudicated U.S. government Top Secret security clearance 
  • Experience supporting proposal development and/or estimate for future work scope
  • Experience managing program/projects of > $20 Million
  • Strong problem-solving and organization skills in both independent and team environments
  • Ability to work independently with limited oversight
  • Demonstrated Lab Standup (design, procurement, fabrication, integration, and operations) experience leading cross-functional teams of 5 or more individuals to achieve defined project or organizational objectives, including responsibility for task coordination, performance tracking, and issue resolution
  • Prior experience leading a team
  • Demonstrated ability to produce clear, professional written communications (eg. Reports, briefings, status updates) and deliver verbal presentations to stakeholders at multiple organizational levels, including senior leadership and individual contributors
  • Demonstrated experience serving in a formal leadership role as a Project Lead, Integrated Team Lead, or Cost Account Manager with documented responsibility for delivering scope on schedule and within approved cost
  • Experience with the Atlassian Suite of Tools (Confluence, JIRA) 
  • Agile Task Management Experience (Kanban, Sprint)

Primary Level Salary Range: $166,700.00 - $250,100.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
