The Knowledge (KM) Management business area is looking to fill a Program Manager 2 position located in Beavercreek, OH to serve as a Cyber Mission Manager and key member of the leadership team. KM provides portfolio oversight and growth for multiple programs developing and sustaining mission management, control, data processing and related services for NASIC, NSIC, ONI, and AFRL customer base. Program Managers are responsible for supporting all phases of the program life cycle from inception (proposal development) through execution and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems. The successful candidate will be able to balance oversight of a diverse portfolio of customers while also identifying opportunities to improve, streamline, and grow the customer base. This candidate will work closely with the leadership team to utilize their skills to provide customer support, meet corporate requirements and expand the business of the contract.
Roles and Responsibilities:
- Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
- Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.
- Acts as primary customer contact for program activities, leading program review sessions with customers to discuss cost, schedule, and technical performance.
- Develop new business or expand the product line offering with the customer.
- Establishes milestones and monitors adherence to master plans and schedules, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.
- Manages subcontractor actions and performance.
- Develop and manage performance metrics on assigned programs to drive continuous improvement.
- Develop and deliver presentations to customers, management, and other program stakeholders.
- Perform Risk and Opportunity Management.
Basic Qualifications:
- Bachelor’s degree from an accredited university plus at least 10 years of engineering and/or program management-related experience.
- Experience supporting the Department of War Cyber Mission.
- Experience in business development and capture strategies.
- Ability to effectively work across multiple organizations to achieve business objectives.
- Ability to prioritize tasks and manage multiple and changing priorities.
- Experience with executive communication, presentation, and collaboration skills to internal leadership and customers.
- Understanding of software and embedded software development within an Agile Environment.
- Excellent interpersonal skills, a collaborative management style, and an inherent drive to deliver on commitments.
- Excellent oral and written communication, organizational, and interpersonal skills
- Critical thinking and logical reasoning skills with the ability to solve issues and predict potential programmatic and technical risks.
- Previous experience in program or large project management.
- Demonstrated success leading teams/and or organizations to achieve a common goal Leadership experience building effective and engaged multi-discipline teams to align with the customer requirements.
- Experience of commitment to meet customer needs by building strong relationships.
- Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager.
- The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program.
- Experience making definitive decisions, developing and tracking actions, performing risk management and tracking performance.
- Must be a US Citizen with an active U.S. Government DoD Top Secret security clearance at time of application with an investigation completed within the last 6 years or enrolled into DoD Continuous vetting program.
- Ability to travel, as required. Up to 10% travel is anticipated.
Preferred Qualifications:
- Master of Business Administration (MBA) / Advanced Business Degree.
- Experience working with AFRL contracts.
- Experience working with NASIC contracts.
- Experience with Northrop Grumman Program Reviews for IPRS programs.
- Experience with corporate audits for PrOP compliance.
- Understanding of the Northrop Grumman Business Acquisition Process
Primary Level Salary Range: $146,500.00 - $219,700.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
