The Opportunity

The Program Lead, Hire and Buy Local (HBL) is responsible for leading the implementation and continuous improvement of TC Energy’s HBL strategy — a structured and transparent framework designed to ensure that those most impacted by our projects benefit the most.


This role focuses on expanding local employment and contracting opportunities, fostering sustainable partnerships with Indigenous and local communities, and ensuring that TC Energy’s projects contribute meaningful, measurable economic benefits. The Program Lead provides strategic oversight of processes that prioritize local participation while maintaining competitiveness, accountability, and alignment with corporate commitments to local benefits.

What you'll do

Program Leadership & Strategy

  • Lead the planning and execution of TC Energy’s Hire and Buy Local (HBL) framework across all project phases.

  • Advance the principle that those most impacted should benefit most by prioritizing employment and contracting opportunities for Indigenous and local communities.

  • Develop and implement strategies that enhance local workforce participation and strengthen regional supply chains.

  • Monitor and evaluate program performance to ensure that outcomes are transparent, measurable, and continuously improving.

Local Contracting & Employment Opportunities

  • Identify and advance opportunities for Indigenous and local businesses to participate in TC Energy projects through designated and targeted services.

  • Oversee the development of local business registries, ensuring information is accurate, accessible, and regularly updated.

  • Ensure contractors and subcontractors are achieving local content targets, emphasizing best total value while maintaining fairness and competitiveness.

Governance, Reporting & Continuous Improvement

  • Establish and maintain performance metrics for local spend, employment, and participation across Canada.

  • Ensure compliance with internal policies, regulatory requirements, and reporting commitments related to local participation.

  • Prepare and present performance reports that highlight economic impact, community benefits, and lessons learned.

  • Lead process improvement initiatives to streamline program delivery and enhance accountability.

Stakeholder Engagement & Relationship Building

  • Support transparent communication of program objectives, opportunities, and results to communities and partners.

  • Represent the HBL program in external forums and contribute to policy and practice development around economic participation and local benefit sharing.

Leadership & Team Development

  • Mentor and guide team members to deliver consistent, high-quality program outcomes.

  • Foster a culture of collaboration, accountability, and continuous learning.

  • Promote innovation and inclusion in all aspects of team and program management.

Minimum Requirements 

  • Bachelor’s degree in Business, Indigenous Studies, Economic Development, Supply Chain, or a related discipline. Equivalent relevant experience will also be considered.
  • 8+ years of experience in local or Indigenous economic development, procurement, or workforce development within large-scale infrastructure or energy projects.
  • Strategic thinker with the ability to translate complex goals into clear, actionable plans.
  • Strong understanding of Indigenous and local community economic structures and priorities.

Preferred Requirements

  • Proven track record in program design and implementation that delivers tangible economic outcomes for communities.
  • Demonstrated ability to design and manage initiatives that balance community benefit with commercial efficiency.
  • Excellent relationship-building, communication, and negotiation skills.
  • Experience developing and tracking KPIs related to local spend and workforce participation.

Working Conditions

  • Calgary-based role with a hybrid work schedule, including remote work on Wednesdays and Fridays.

  • Up to 10% travel to project sites and Indigenous or local communities as required.

  • Fast-paced setting with multiple concurrent priorities and tight deadlines, requiring adaptability and strong organizational skills.
