Job Summary: This position is located in the Executive Office of the President, Office of Management and Budget, Education, Income Maintenance and Labor (EIML) Division. The incumbent supports the President in overseeing the federal budget for legislative, economic, financial management, regulatory, and organizational analyses to support policy, program, budgetary, and financial management policymaking related to assigned program areas.

Qualifications: MINIMUM QUALIFICATION REQUIREMENTS All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements: A. One full year of specialized experience that is equal or equivalent to the GS-07 level in the Federal service or equivalent experience in the private sector performing the following: 1) Assisting with legislative, economic, regulatory, or organizational analyses supporting policy or program work AND 2) Collecting and organizing quantitative or qualitative data used in policy or budget analysis. OR B. A master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B./J.D., in a closely related field. OR C. A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9.) You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the public/private sector that demonstrates: 1) Analyzing legislation, regulations, or program data affecting Federal or State programs; AND 2) Preparing written analysis or summaries related to policy, program, or budget issues. OR B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a Ll.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of a Program Examiner. OR C. A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9.) You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the public/private sector that demonstrates: 1) Conducting legislative, policy, or program analysis independently; 2) Evaluating Federal or State budget formulation or execution for assigned programs; AND 3) Developing recommendations to improve program performance or resolve policy issues. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the public/private sector that demonstrates: 1) Leading policy, legislative, or budget analysis affecting Federal programs; 2) Advising leadership on program performance, budget, or regulatory issues; AND 3) Developing policy recommendations using quantitative and qualitative analysis. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the public/private sector that demonstrates: 1) Providing policy advice to senior leadership regarding Federal programs and budgets; 2) leading legislative, regulatory, and policy analysis initiatives AND 3) Coordinating analysis and policy development across multiple organizations or agencies. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the public/private sector that demonstrates: 1) Provides technical policy advice to senior leadership regarding Federal programs and budgets; 2) Executing comprehensive communication strategies as demonstrated by skills in negotiating, conducting meetings, briefing high-ranking officials, and presenting clear and concise analysis; AND 3) Coordinating analysis and policy development across multiple organizations or agencies. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
