Job Summary: As a Program Division Director, you will be responsible for managing and directing a staff of project managers. Location of position: Federal Acquisition Service, Office of Assisted Acquisition Services (AAS). We are currently filling four vacancies, but additional vacancies may be filled as needed.

Major Duties:

  • Oversees and manages a portfolio of non-commercial acquisitions that includes cost reimbursable type contracts and operates as a subject-matter expert on incrementally funded cost reimbursable contracts. Personally and/or through subordinate staff, develops and executes nationwide and Governmentwide acquisition projects that directly impact client programs of nationwide and/or worldwide significance. Serves as a subject matter expert and agency authority on acquisition project management involving the definition, acquisition, evaluation, and delivery of professional services and IT projects and non-commercial acquisitions. Handles the most complex and/or sensitive projects assigned to the division directed and, at times, the wider employing sector Acquisition and Procurement Center of Excellence. Champions assigned client missions and projects within the sector. Serves as an agency expert on client needs and requirements, working with client senior executives and/or other leaders to ensure GSA services continue to evolve in line with dynamic changes to client mission, financial, business, or strategic needs and objectives. Analyzes and responds to unprecedented and/or unusually complex requirements, offering creative, innovative, and cost-effective acquisitions. Manages financial resources and personnel, directing tasks to achieve desired project results within the area of responsibility. Demonstrates fiscal responsibility and financial acumen in financial operations, client funding, and contractor cost and appropriations guidelines (e.g., laws, regulations). Manages incrementally funded projects, coaches project managers to anticipate influx of client funding and contractor costs. Serves as an immediate supervisor for assigned staff that includes project managers, analysts, and, as required based on client needs, other administrative, analytical, or program delivery personnel. Assigns work and evaluates performance of subordinates; provides advice, counsel, or instruction to employees on both work and administrative matters. Identifies developmental and training needs of employees.

For a brief video on creating a Federal resume, click here. The GS-15 salary range starts at $147,945 (Tampa or Orlando, FL) or $169,279 (Washington, DC) per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience: is defined as experience in the management and/or oversight of various Information Technology (IT), Professional Services (PS), and non-commercial acquisitions. This experience must include: Managing financial resources and personnel; Managing projects with multiple stakeholders and funding sources in a cost-reimbursable, fee-for-service environment; Developing innovative acquisition and project management techniques; Providing direction to a staff of acquisition professionals; and Acting as a liaison between customer clients and industry partners.
