Job Description:

Parsons is looking for an amazingly talented Program Controls Director - Aviation to join our team! Program Control Director will lead   development   of   program   controls systems  covering  schedule,  risk,  cost,  and change  management.  Ensures  tracking  and reporting    of    program    metrics,    periodic dashboard      generation,      earned      value management,    performance    measurement baseline, approval protocols, and governance compliance during design phase .

What You'll Be Doing:

  • Develop and implement project controls processes, tools, and procedures to monitor cost, schedule, and performance.

  • Create and maintain a Master Schedule that integrates multiple project packages, addressing interdependences and potential impacts.

  • Review and approve contractors’ baseline schedules, ensuring alignment with contract requirements and best practices.

  • Validate schedules and resources to ensure timely project completion.

  • Conduct "What-if" analyses to evaluate the impact of changes and recommend alternative solutions.

  • Track project progress, perform Earned Value Analysis (EVA), and prepare regular progress and performance reports.

  • Identify risks and conflicts, document them in the Project Risk Register, and propose mitigation strategies.

  • Lead project controls studies, trend analysis, and risk evaluations to support decision-making.

  • Review and assess claims, including Extension of Time (EOT) requests, using delay analysis methodologies.

  • Evaluate the impact of design changes, schedule delays, and contractor performance, issuing delay notices as needed.

  • Collaborate with clients, contractors, and consultants to resolve planning, scheduling, and technical issues.

  • Organize and lead project controls workshops and meetings to address project challenges and ensure stakeholder alignment.

  • Provide leadership, training, and guidance to project controls teams to ensure effective project delivery.

  • Attend and contribute to stakeholder meetings, preparing concise minutes and actionable outcomes.

  • Ensure compliance with all contractual, technical, and safety requirements throughout the project lifecycle.

  • Prepare dashboards, progress reports, and performance metrics to support program governance and decision-making.

  • Implement standardized cost and schedule reporting for effective management oversight.

  • Support the deployment of Project Management Information Systems (PMIS) across the program.

  • Offer expert advice on construction phasing, interface management, and value engineering.

  • Participate in lessons-learned workshops to improve future project delivery.

What Required Skills You'll Bring:

  • Bachelor’s degree in civil engineering or a related discipline (Master’s degree preferred).

  • Minimum 15 years of experience in large-scale Infrastructure projects including aviation.


What Desired Skills You'll Bring:

  • Excellent communication, leadership, and coordination skills.

  • Knowledge of applicable Project Controls software and tools.

  • Prior experience in the Middle East region is an advantage.
